Senior Systems Analyst

Under the supervision of the Manager of WIC Analytics and Quality Assurance unit, this role functions as a Systems Analyst for WIC Information Technology (IT) systems.


The position involves assessing user needs, workflows, and challenges to enhance automation and optimize current systems for Texas WIC. It is essential to convert user needs into actionable documentation for the development and support of WIC applications, collaborating with vendors and State IT personnel. This role serves as a bridge among various departments within the WIC program, HHSC, and local agencies to synchronize project initiatives.

Contributes to the creation of management-level reports, keeping senior management informed about project advancements and issues, along with suggested solutions.

Responsibilities include planning, executing, and delivering projects and reports that support the WIC program.

Additionally, this position collaborates closely with steering committees, project teams, other program personnel, and external stakeholders to ensure that WIC program priorities and requirements are integrated into the design of IT systems.

Offers guidance to program staff in developing federally mandated components of an enhanced client service delivery system. Evaluates and reviews information on WIC service delivery methods to propose enhancements.

This role will act as a liaison between EBT and management information system providers and state subject matter experts; defining business needs, leading multi-state requirements gathering sessions, developing test cases, and establishing reports and key performance indicators.

The work is performed with a considerable degree of creativity and independence.

Key Responsibilities:

Converts user needs into technical specifications to assist with the automation, processing, or enhancement of existing systems and procedures for Texas WIC.

Develops actionable requirements documentation for WIC application development and support vendors and State IT personnel.

Facilitates collaboration among various functions within the WIC program, HHSC Information Technology (IT), and local agencies to synchronize project efforts.

Contributes to the preparation of management-level reports, keeping senior management informed about project developments and challenges, along with recommended solutions.

Supports Texas WIC projects using established project management methodologies. Develops criteria for assessing programs, proposals, and other relevant information related to project assignments. Formulates project budgets, timelines, work plans, resource requirements, and cost estimates. Adheres to federal reporting processes and applicable HHSC policies and procedures. (30%)
Upholds industry standards for quality assurance and structured report development. Monitors and manages report quality to ensure deliverables meet contract specifications. Identifies potential project risks and challenges, designing strategies to mitigate or avoid them. Initiates projects, secures authorization and commitment, and demonstrates business need and feasibility. May oversee, assign, and/or coordinate the work of others. (20%)
Collaborates closely with Program and Project Management Leads.

Coordinates with the Project Management Lead to manage the preparation of written documentation, including end-user or system support documentation, databases, progress reports, budget reports, and lessons learned using Microsoft Office Suite.

May utilize Tableau, Power BI, and other business intelligence or data visualization tools. (10%)
Provides guidance, communicates, and explains report methodologies and processes to interested parties and team members. Compiles and distributes report development and status updates.

Coordinates reporting development activities with other state agencies, governmental jurisdictions, or private sector partners and contractors, including USDA Food and Nutrition Services.

Additional duties as assigned may include actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Such participation may require an alternate shift pattern assignment and/or location.
