Human Resources Director

Job Summary:
The Human Resources Director is responsible for overseeing HR operations, employee and labor relations, payroll, and risk management for the New Mexico Department of Transportation. This position functions at a high level, collaborating with and offering consultation to senior management, department directors, and other stakeholders.
Key Responsibilities:
- Develop and implement HR goals, policies, procedures, and strategic initiatives to support the mission of the agency.
- Manage a staff of 25 and provide multiple and diverse employee support functions to a large state agency.
- Oversee recruitment, selection, payroll, compensation, and benefits administration, as well as occupational analysis.
- Provide consultation and guidance to senior management and department directors on HR-related matters.
- Develop and maintain effective relationships with employees, management, and external stakeholders.
Requirements:
- Bachelor's Degree in Human Resources, Business Administration, or related field.
- 12 years of experience in human resource operations, recruitment, selection, payroll, compensation, and benefits administration, and/or occupational analysis.
- 4 years of supervisory experience in HR-related matters.
Preferred Qualifications:
- Strong management and leadership skills.
- Knowledge of human resources and risk management administration and best practices.
- Process-improvement driven and experienced in use of SHARE.
- Effective communicator and strong customer service skills.
- Ability to maintain strict confidentiality and professionalism.
Working Conditions:
Work is performed in an office setting with exposure to Visual/Video Display Terminal and extensive personal computer and phone usage.
