Oversees a wide variety of HR programs such as Delegating Examining Unit, upholding merit system principles and prohibited personnel practices.
Participates as a key HR advisor for HR studies, evaluations, policy development, and Bureau-wide program implementation efforts.Determines solutions to unusually complex problems involving HR management issues and leads innovative HR initiatives in an effort to implement strategic human capital plans.
Supervises the technical and administrative functions of HR staff including HR Specialists, HR Assistants, and Supervisory HR Specialists.Builds and manages the HR workforce to include hiring, training, and motivating employees; assigning, tracking, and evaluating work; hearing grievances and complaints; acting upon disciplinary action, consulting, and approving training needs.
Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.Plans and tracks work to be accomplished, sets workload priorities and deadlines, makes assignments based on capability and expertise.
Participates in agency wide teams addressing HR issues and is consulted by other HR Officers, Supervisors, and Specialist on issues related to HR and provides technical expertise.
Works with other supervisors and leadership to coordinate complex personnel management and organizational changes which may affect efficiency or effectiveness of the organization.
Oversees position management, workforce planning, employee and labor relations, etc. and ensuring compliance with current policies, laws, and regulations.
