Job Summary

The City of Des Moines, IA seeks a highly skilled and experienced Human Resources Director to lead its HR department. The ideal candidate will have a strong background in human resources administration, employee relations, and organizational development. The Director will be responsible for advising the Civil Service Commission on HR issues, developing policies, and ensuring high-level communication. Additionally, the Director will oversee all HR-related activities, supervise staff, and provide guidance on disciplinary actions. The successful candidate will have excellent leadership and communication skills, with the ability to work effectively with employees, management, and external stakeholders.

Key Responsibilities
  • Develop and implement HR policies and procedures to support the City's goals and objectives.
  • Provide guidance and support to employees and management on HR-related matters.
  • Oversee the recruitment and selection process for all City positions.
  • Develop and implement training programs to enhance employee skills and knowledge.
  • Manage the City's employee relations program, including conflict resolution and disciplinary actions.

Requirements
  • Graduation from an accredited four-year college or university with major course work in public or business administration or human resources management.
  • Five years of increasingly responsible administrative or managerial experience in human resources administration or employee relations.
  • Advanced degree in the above fields may be substituted for no more than one year of the required experience.
  • Des Moines will consider a combination of education and experience that allows an individual to successfully perform the functions of the position.

Preferred Qualifications
  • Certified Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification.
  • Experience working in a municipal or public sector environment.
  • Strong knowledge of labor laws and regulations.
