Compliance Specialist

The Housing Opportunities Commission of Montgomery County seeks a highly skilled Compliance Analyst to join our team. As a key member of our staff, you will play a critical role in ensuring the quality and compliance of our affordable housing operations.
Key Responsibilities:
- Calculate, monitor, and implement income and rent limits for Housing Assistance Payment (HAP) contracts and Operating Cost Adjustment Factor (OCAF) for Project-Based Rental Assistance (PBRA) properties.
- Assist in the calculation, monitoring, and implementation of Utility Allowance adjustments, following strictly regulatory requirements.
- Provide essential support for Tenant Rental Assistance Certification System (TRACS) inquiries and oversee monthly HAP postings.
- Offer guidance on Enterprise Income Verification (EIV) issues and ensure compliance across multiple divisions with guidelines and regulations established by the Housing Opportunities Commission (HOC) and federal, state, and local laws.
- Assist in reviewing Affirmative Fair Housing Marketing Plans (AFHMP) and Tenant Selection Plans (TSP) for properties.
- Manage SAM.gov registrations and renewals, crucial for federal contracts and grants, and review and submit unreported income and Special Claims to the Office of Inspector General (OIG).
Requirements:
- Four years' experience in federally subsidized affordable housing programs, such as Housing Choice Voucher, Tax Credit, or other subsidized housing programs-program certification preferred.
- Bachelor's degree in public/business administration or related field.
- Must obtain Low Income Housing Tax Credit (LIHTC) and Housing Choice Voucher (HCV) certifications within six months from the date of hire.

- Excellent oral and written communication skills.
- Ability to work independently and exercise good judgment.
- Accuracy, detail-orientation, and ability to meet deadlines.
- Good interpersonal skills and ability to interact with people of varied backgrounds.
Salary: Grade 22- Min: $65,642/ Mid: $86,890/ Max: $108,138 | Salary determined by departmental budget- Offer commensurate with experience
