Job Summary

We are seeking a highly skilled Program Performance Management Expert to join our team at General Dynamics Mission Systems. As a key member of our program management team, you will be responsible for providing contract and schedule management and analysis related to established or new development programs for major component or small system, or production or logistics programs.

Key Responsibilities
  • Develop and maintain program cost and schedule baselines within contract parameters in conjunction with the program team.
  • Analyze program performance (historical and predictive), and monitor the contract/program Estimate at Complete and schedule completion date.
  • Make recommendations to program manager and program leads to ensure program objectives are met.
  • Develop and maintain time-phased budgets in conjunction with program teams to meet all contract and program objectives.
  • Collect and update full program performance data, prepare and analyze historical and predictive measures, and review results and recommendations with program manager and program leads.
  • Integrate subcontractor cost and/or schedule data and/or material data into program data.
  • Ensure program schedules are horizontally and vertically integrated and resolve network logic conflicts.
  • Apply advanced schedule techniques and analysis (health and quality checks, resource loading, risk analysis) to identify and manage schedule risk.
  • Analyze critical path and driving paths to identify and manage schedule risk.
  • Prepare timely, accurate program review documents and present them to appropriate audiences.
  • Prepare timely, accurate customer required documents and review with program manager and department manager.
  • Coordinate contract/program Estimate At Complete (EAC), risk and opportunity, and Management Reserve data with Finance organization as input into business financial commitments.
  • Update program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporated.
  • Apply key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and lead program teams in their implementation.
  • Define requirements to solve common business problems.
Requirements
  • Experience with Earned Value Management (EVM), Program Performance Management (PPM), and scheduling tool.
  • Highly proficient organizational, analysis, and time management skills, attention to detail and accuracy, and ability to multi-task high priorities.
  • Highly proficient ability to solve problems.
  • Effective team builder.
  • Interfaces with multiple IPT leads and PMs primarily at a single location.
  • Effectively and efficiently works within time constraints and adjusts to changing circumstances.
  • Acts as a change agent, challenges the status quo.
  • Proficiency with Microsoft Office, to include Excel, PowerPoint, Word.
  • Experience in coordination of program requirements across planning stages with multiple subcontractors.
  • Domain knowledge in program and/or product life cycle and financial processes.
