Project Management Specialist

We are currently in search of a Project Management Specialist to oversee Operations and Maintenance (O&M) for a suite of business applications within a cabinet-level agency. This role is hands-on and operates within an Agile framework. The management of these applications is vital to the agency's daily operations.

The Project Management Specialist will require a blend of management and technical expertise. Experience as a federal contractor is crucial, as this position involves engagement with various federal managers and other contracting entities. Therefore, exceptional communication skills are essential.

Key Responsibilities
  • Thoroughly understanding the current contract and performance work statement.
  • Acting as the primary point of contact for the government, providing leadership and direction for all contractor personnel involved in this task order.
  • Being accountable for interfacing with the government and project team regarding all matters, including performance, application, and contractual issues.
  • Creating and ensuring accountability for contract deliverables.
  • Maintaining adherence to quality standards and reviewing project outputs.
  • Reviewing and approving financial invoices.
  • Developing comprehensive work plans, schedules, milestone estimates, resource plans, and status reports.
  • Managing and updating the project roadmap for significant business and technical initiatives.
  • Updating agency Software Development Life Cycle (SDLC) documentation.
  • Conducting project meetings and overseeing project tracking and analysis.
  • Evaluating staff performance and approving timekeeping records.
  • Engaging in business development activities as necessary.
Qualifications Required
  • Bachelor's Degree from an accredited institution.
  • PMP Certification.
  • Over 5 years of project management experience.
  • More than 5 years of experience managing IT Modernization and Enhancement projects valued at over $1 million annually.
  • 5+ years of experience in business process analysis and workflow enhancement.
  • 5+ years of experience with systems that include business intelligence reporting capabilities.
  • 5+ years of experience with both waterfall and Agile methodologies.
  • At least 1 year of experience with financial systems.
  • 2+ years of experience with Salesforce, custom development (including Java), and cloud environments (including AWS and Azure).
  • Proven ability to execute strategies and deliverables for multiple clients and executives.
  • Prior experience managing large-scale applications.
  • Strong organizational, planning, and time management skills; ability to manage multiple priorities effectively in a fast-paced environment.
  • Excellent communication skills, both verbal and written, are critical for this position.
  • Meticulous attention to detail and the ability to produce high-quality, accurate reports.
  • Ability to work independently with minimal supervision.
  • Commitment to maintaining professionalism, confidentiality, and integrity while interacting with internal and external stakeholders.
  • U.S. citizenship or Green Card holder, willing to undergo a background investigation.
Preferred Qualifications
  • Master's Degree or higher.
  • Technical certifications (including CSM, ITIL, etc.).
  • Experience with any type of SDLC.
  • Knowledge of software release management.
