POSITION SUMMARY:

  • Oversees and directs the operations of the Housing Choice Voucher Program (HCV) in alignment with HUD regulations and Dayton Metropolitan Housing policies.

KEY RESPONSIBILITIES:

  • Supervises the Housing Choice Voucher Program Department, encompassing program management, unit evaluations, leasing, and recertification functions. Responsible for developing and adhering to the annual financial plan.
  • Monitors departmental performance to ensure adherence to budgets, Dayton Metropolitan Housing policies, and relevant laws and regulations. Collaborates with regulatory bodies as necessary.
  • Delivers regular updates on departmental performance to the Senior Vice President of Programs.
  • Addresses issues related to the Housing Choice Voucher Program promptly, facilitating resolutions with residents, property owners, legal representatives, and social service organizations.
  • Participates in Board meetings and presents information as required.
  • Ensures compliance with employment and human resource regulations.
  • Represents the Authority in presentations as needed.
  • Aims for satisfactory outcomes on all SEMAP performance indicators.
  • Completes tasks as assigned by the Senior Vice President of Programs.

This role oversees all personnel within the Housing Choice Voucher Program, including staff recruitment, training, performance evaluation, and disciplinary actions.

QUALIFICATIONS AND SKILLS:

  • Bachelor's degree in Business or a related field, or equivalent experience in a supervisory capacity within public housing.
  • Certification in HCV Program Administration, Public Housing Manager (PHM), or Section 8 Executive Management.
  • Proficient in Microsoft Office Suite.
  • Strong verbal and written communication skills.
  • Physical requirements include manual dexterity, ability to lift up to 25 pounds, and good vision.
