Job Title: HCV Specialist

At Dayton Metropolitan Housing, we are seeking a highly skilled and detail-oriented HCV Specialist to join our team.

Job Summary:

The HCV Specialist will be responsible for determining eligibility for subsidized housing and preparing and maintaining HAP contracts. This role will involve processing new applicants, determining eligibility for Housing Choice Vouchers and other programs, and issuing vouchers to eligible applicants.

Key Responsibilities:

  • Process housing applications, determine eligibility, and issue vouchers and payments for Housing Choice Vouchers and other housing programs.
  • Schedule and conduct interviews with housing applicants to determine eligibility for subsidized housing based on established guidelines.
  • Issue vouchers for new and families that are moving.
  • Work with third parties to verify income, citizenship, and household composition information provided by applicants.
  • Investigate and verify factors necessary to establish the eligibility of residents for continued Housing Choice Voucher subsidy.
  • Calculate rental subsidies based on income, expense factors, and eligibility findings.
  • Prepare leasing appointment documents for tenant and landlord.
  • Process portability documentation for family moving to or from the housing authority.
  • Complete annual and interim recertification calculations in an accurate and timely manner and review rent calculations with residents.
  • Conduct scheduled monthly recertification briefing appointments.
  • Calculate required repayments where necessary.
  • Process termination and reinstatements of subsidies.
  • Prepare and communicate timely notifications in accordance with HUD and Authority policies and procedures.
  • Prepare and complete HUD forms for submission.
  • Maintain complete and accurate files and records of applicant/tenant information, recalculations performed, and correspondence in accordance with Authority policies and procedures.
  • Meet with tenants and property owners as required to resolve issues.
  • Maintain the Housing Choice Voucher waiting list by removing ineligible applicants.
  • Work with social service and other housing agencies to make and receive referrals for assistance.
  • Submit weekly reports and/or maintain tracking logs for Special Program.
  • Complete the full process of Request for Tenancy Approval (RTA) packets.
  • Assist with answering phones and covering the front desk, sorting and distributing mail, and other clerical tasks.

Requirements:

  • Hold a minimum of an Associate's degree from an accredited institution or one to three years of experience in a structured office environment or public or housing choice voucher housing administration.
  • Hold (or obtain) and maintain knowledge of Housing Choice Voucher Administration Plan and regulations and HUD Recertification requirements and regulations.
  • Hold Rent Calculation Certification within one year of employment.
  • Have proficiency in Microsoft Office applications.
  • Able to communicate clearly and precisely, both orally and in writing.
  • Able to meet the following physical requirements with or without reasonable accommodation:
    • Use hands to manipulate, handle, feel, and control items or equipment.
    • Reach with hands and arms.
    • Talk and hear.
    • See and be able to read, write, and interpret text, spreadsheet, and graphical documents.
    • Occasionally lift and move objects weighing up to 15 pounds.

Work Environment:

Typical office environment, with minimal exposure to excessive noise or adverse environmental issues.
