Job Summary

Dayton Metropolitan Housing seeks a highly skilled and experienced Community Operations Manager to oversee the daily operations of our housing site serving low to moderate income elderly, disabled, and families. The successful candidate will be responsible for ensuring the site is operated in compliance with all applicable federal, state, and local laws and regulations.

Key Responsibilities
  • Operational Oversight: Direct and manage the operations of the housing site, ensuring compliance with all applicable laws and regulations.
  • Applicant Screening: Screen new housing applicants for eligibility and assign housing units based on household composition, income, and other factors.
  • Record Keeping: Maintain complete and accurate files and records of applicants, occupied housing units, resident information, and correspondence.
  • Recertification: Meet with residents to complete annual and interim recertification calculations in an accurate and timely manner.
  • Lease Enforcement: Work to enforce all lease agreements with residents, investigating and addressing late rental payments and lease violations.
  • Budget Management: Operate within the established budget for the assigned site.
  • Compliance: Ensure compliance with GDPM's admissions and continued occupancy policy, including policies on transfers, reasonable accommodation, fair housing, ADA, and other federal, state, and local laws and regulations.
  • Property Inspections: Perform timely internal and external property inspections to uphold and enforce GDPM policies and procedures, lease terms, and conditions.
  • Emergency Response: Provide oversight during emergencies, providing assistance to residents with need when possible.
  • Supervision: Supervise the work of other staff assigned to the site.
Requirements
  • Education: A minimum of an Associate's degree in Business Management or a related field, or four to six years of related housing management experience.
  • Certification: Hold certification as a Certified Apartment Manager (CAM), Public Housing Manager (PHM), or National Association of Leasing Professional (NALP), or ability to obtain certification within 12 months.
  • Experience: Tax credit experience preferred.
  • Licenses: Hold a valid Ohio driver's license.
  • Skills: Proficiency in Microsoft Office applications and ability to communicate clearly and precisely, both orally and in writing.
