POSITION OVERVIEW:


Under the general supervision of the Deputy General Manager, Water Resources or designated representative, engage in professional engineering tasks within the Water Resources Engineering Department. Responsibilities encompass staff oversight, project planning, surveying, design, management of capital projects, encroachment assessments, right-of-way oversight, water quality initiatives, and hydrographic duties.

Contribute to the enhancement of the department's data management systems while providing support to other divisions, including operations, maintenance, hydro, and parks as necessary.


KEY RESPONSIBILITIES:


Conduct engineering assessments and manage projects related to MID's water conveyance infrastructure, which includes budget preparation and monitoring, supervising staff, consultants, and vendors, and securing necessary permits, contracts, and agreements.

Prepare contract bid packages, including detailed plans and specifications under general direction. Execute intricate engineering calculations and designs.


Perform advanced field survey tasks to support construction projects or specialized studies.


Oversee various water quality initiatives executed by MID and assist in the development of new programs as mandated by local, state, and federal regulations.


Engage in hydrographic functions, including stream flow measurements, verification of grower delivery flow rates, and related data management and analysis.


Advance the MID Electronic Document Management System (EDMS), integrating the water delivery database, SCADA system, GIS system, and water records database, along with other customized databases.


Collaborate with developers and growers on private projects to ensure compliance with MID policies and practices regarding impacts to the water system.

Assist in the formulation and execution of strategic plans and policies.


Interact regularly with a diverse range of stakeholders, from district growers to local, state, and federal agencies.


Perform additional duties as assigned.



QUALIFICATIONS:


Any combination of experience and education that adequately prepares the candidate for the responsibilities of the position is acceptable.


Education:


A Bachelor's Degree from an accredited institution in civil engineering, agricultural engineering, or a closely related discipline.


Experience:
Two (2) years of progressively responsible experience in the design, maintenance, construction, and operation of irrigation system facilities is preferred.

Proficient knowledge of engineering production and design software, including MS Word, Excel, Project, Access, AutoCAD, and GIS (latest versions).

SKILLS AND ABILITIES:
Effectively communicate with external agencies and the public.

Manage multiple tasks and meet several simultaneous deadlines.

Maintain confidentiality.


Perform a variety of technical and administrative duties with significant responsibility; initiate and execute detailed work with minimal supervision.


Address inquiries requiring judgment and interpretation, maintain complex records, and prepare reports from such records, effectively communicate with all levels of management, employees, and the public, and collaborate with others.


KNOWLEDGE OF:
Civil engineering practices related to water conveyance infrastructure design;

Hydraulic calculations for open and closed irrigation distribution systems;

Pumps, variable frequency drives (VFDs), and flow meters;

Control structures for levels and flows;

Above-average proficiency in GIS and AutoCAD; familiarity with Civil 3D and HEC-RAS modeling software is advantageous.

Project initiation, CEQA requirements, design, and construction;

Understanding of the Subdivision Map Act, GPS survey equipment, and GIS software is a plus;

Thorough knowledge of basic PC systems and MS software, including Word, Excel, Project, PowerPoint, and Access;

Comprehensive understanding of hydrography and SCADA functions within the Engineering Department, including stream flow measurements and data management.

Bid specifications, contracting processes, and applicable laws.

Research and analysis methodologies;

Technical report preparation;

REQUIREMENTS:
California registration as an Engineer in Training (EIT) or the ability to obtain within six months of hire is required.

Completion of two hours of Sexual Harassment training every two years in compliance with California AB 1825.

A valid California Class C Driver License and the ability to maintain insurability under the District's vehicle insurance program.

Adhere to all District policies, guidelines, and regulations.

WORK ENVIRONMENT:
Exposure to sunlight: 50% or less of work time spent outdoors.

IRREGULAR OR EXTENDED WORK HOURS:
Occasionally required to adjust working hours or work overtime.

Work is performed in an office setting.
