Position Overview:

Under the supervision of the Hydroelectric Department Manager, the Hydro Engineer will engage in engineering tasks related to the design, planning, and specifications for civil systems in dams and hydroelectric facilities.


Key Responsibilities:
  • Oversee various engineering studies and capital projects for hydroelectric and dam facilities, including the preparation and oversight of feasibility and technical studies.
  • Manage project budgets, liaise with consultants and vendors, and secure necessary permits and agreements.
  • Develop designs, detailed drawings, and specifications for hydroelectric and dam systems, as well as potential enhancements.
  • Conduct thorough studies and analyses, providing reports and recommendations to management regarding current and future hydro needs.
  • Support the Chief Dam Safety Engineer and the Hydroelectric Department Manager in the District's Dam Safety Program.
  • Provide engineering assistance to operations and maintenance teams engaged in repairs, modifications, or installations within hydroelectric facilities.
  • Inspect and evaluate project components such as dams, tunnels, penstocks, spillways, intake structures, powerhouses, electrical generators, transformers, and access roads.
  • Prepare Requests for Proposals (RFPs) and bid documents in alignment with the District's purchasing policies.
  • Collaborate with consultants, contractors, and regulatory bodies to achieve project objectives.
  • Maintain accurate records, revise technical drawings, draft internal standards, and manage project timelines effectively.

Qualifications:

Candidates should possess a combination of education and experience that equips them for the responsibilities of this role.


Education:

A Bachelor's Degree in Civil Engineering or a related field from an accredited institution is required. A Master's Degree is preferred.


Experience:

A minimum of five (5) years of engineering experience with a focus on capital project planning, design, construction, and project management related to hydroelectric or dam safety projects is essential. Familiarity with dam safety regulations and data management systems is advantageous.


Skills and Abilities:
  • Ability to work collaboratively with District Management, other departments, and external stakeholders.
  • Demonstrated leadership and management skills.
  • Proficient in planning, organizing, and supervising engineering functions to achieve operational efficiency.
  • Strong negotiation skills and the ability to represent the District effectively.
  • Excellent communication skills, both verbal and written.
  • Competence in utilizing various engineering software and office applications.

Knowledge:

In-depth understanding of civil engineering practices related to hydroelectric, dam, and spillway infrastructure design, as well as project management principles and regulatory requirements.


Special Requirements:

A valid California Professional Engineer (PE) registration in Civil Engineering is preferred. Compliance with ethics training and other relevant regulations is mandatory.


Work Environment:

Exposure to outdoor conditions and the necessity for flexible working hours may be required. The role involves both office and fieldwork.
