POSITION OVERVIEW:

Under the general oversight of the Deputy General Manager of Water Resources or their designated representative, this role involves engaging in professional engineering tasks related to the Water Resources Engineering Department. Responsibilities encompass staff oversight, project planning, surveying, design, management of capital projects, and ensuring compliance with encroachment and right-of-way regulations. The position also includes enhancing the department's data management systems and providing support to various departments, including operations and maintenance.

KEY RESPONSIBILITIES:

  • Conduct engineering assessments and manage projects associated with the district's water conveyance infrastructure, which includes budget preparation and monitoring, staff supervision, and securing necessary permits and contracts.
  • Prepare contract bid documents, including detailed plans and specifications, under general supervision.
  • Perform advanced field survey tasks to support construction and special study projects.
  • Oversee water quality initiatives and assist in the creation of new programs to meet regulatory requirements.
  • Engage in hydrography activities, including stream flow measurements and data management.
  • Advance the development of the MID Electronic Document Management System (EDMS), integrating various databases related to water delivery and operations.
  • Collaborate with developers and agricultural stakeholders to mitigate impacts on the district's water system.
  • Contribute to strategic planning and policy development.
  • Interact with a diverse range of stakeholders, including local and federal agencies.
  • Perform additional duties as assigned.

QUALIFICATIONS:

The ideal candidate will possess a combination of education and experience suitable for fulfilling the responsibilities of this position.

Education:

A Bachelor's Degree in civil engineering, agricultural engineering, or a closely related discipline from an accredited institution.

Experience:

  • Preferred: Two (2) years of relevant experience in the design, maintenance, and operation of irrigation systems.
  • Proficient in engineering design software, including MS Office Suite, AutoCAD, and GIS.

SKILLS AND ABILITIES:

  • Effective communication with external agencies and the public.
  • Ability to manage multiple tasks and meet deadlines.
  • Maintain confidentiality and handle sensitive information.
  • Perform technical and administrative duties with minimal supervision.
  • Compile and prepare reports, maintaining accurate records.

KNOWLEDGE OF:

  • Civil engineering principles related to water conveyance design.
  • Hydraulic calculations for irrigation systems.
  • Operation of pumps and flow measurement devices.
  • GIS and AutoCAD software applications.
  • Project initiation and compliance with CEQA.
  • Research methodologies and technical report writing.

REQUIREMENTS:

  • California registration as an Engineer in Training (EIT) or the ability to obtain within six months of hire.
  • Completion of Sexual Harassment training as mandated by California law.
  • A valid California Class C Driver License.

WORK ENVIRONMENT:

  • Exposure to outdoor conditions for less than 50% of work time.
  • Potential for irregular work hours.
  • Office environment with occasional fieldwork.
