Job Overview:

The Merced County Department of Public Works is seeking a qualified individual to oversee and manage a variety of public infrastructure projects. This role involves the planning, execution, and supervision of engineering tasks associated with public works initiatives.

Key Responsibilities:
  • Oversee the planning, direction, and review of construction, design, and development for assigned public infrastructure projects.
  • Manage contract construction projects, including directing inspectors and quality control teams.
  • Prepare and review plans, specifications, and cost estimates for projects, and draft engineering design standards and procedures.
  • Provide guidance and support to project staff and consultants on engineering methodologies.
  • Facilitate contractual agreements with financial institutions.
  • Interpret and apply federal, state, and local regulations, and develop procedural manuals.
  • Assist in the preparation of grant applications.
  • Act as a liaison with government agencies and the public regarding public works matters.
  • Collaborate with officials, contractors, and professionals on public works issues.
  • Review and prepare legal documents affecting the department.

Minimum Qualifications:

Experience:
Minimum of three (3) years of progressively responsible engineering experience, including planning and coordinating public works projects. Additional experience may substitute for educational requirements on a year-for-year basis.

Education:
Bachelor's degree in Civil Engineering or a related field. Additional experience may substitute for educational requirements on a year-for-year basis.

Registration:
Must possess and maintain a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.

License:
Must have a valid California driver's license at the time of appointment and maintain it.

  • Utilize advanced mathematical calculations and engineering methodologies to evaluate projects.
  • Communicate effectively with team members and stakeholders.
  • Analyze data and prepare comprehensive reports.
  • Conduct field inspections under various environmental conditions.
  • Train and evaluate project team members.

Knowledge and Skills:
  • Thorough understanding of civil engineering principles and practices.
  • Familiarity with construction methods and surveying equipment.
  • Knowledge of safety practices related to public works projects.
  • Ability to prepare construction plans and legal documents.
  • Strong analytical and problem-solving skills.
