POSITION OVERVIEW:


Under the guidance of the Deputy General Manager, Water Resources or designated representative, this role involves executing professional engineering tasks within the Water Resources Engineering Department. Responsibilities encompass staff oversight, strategic planning, surveying, design, management of capital projects, handling encroachments, managing rights-of-way, and overseeing water quality initiatives and hydrography operations.

Additionally, the position entails enhancing the department's data management systems and providing support to other divisions, including operations, maintenance, hydro, and parks, as required.


KEY RESPONSIBILITIES:


- Conduct engineering analyses and manage projects related to the water conveyance infrastructure, which includes budget preparation and monitoring, staff supervision, and coordination with consultants and vendors.

- Prepare contract bid documents, including detailed plans and specifications, under general supervision.

- Perform advanced field survey tasks to support construction projects or specialized studies.

- Supervise various water quality initiatives and contribute to the development of new programs in compliance with local, state, and federal regulations.

- Execute hydrography tasks, including stream flow measurements and delivery flow rate verification, along with data management and analysis.

- Further develop the MID EDMS, integrating the water delivery database, SCADA system, GIS system, and other custom databases.

- Collaborate with developers and growers on private projects to ensure compliance with MID policies and mitigate impacts on the water system.

- Assist in formulating strategic plans and policies and ensure their implementation.

- Engage with a diverse range of stakeholders, from local growers to governmental agencies.

- Perform additional duties as assigned.

Any combination of education and experience that equips the candidate for the responsibilities of this position is acceptable.


Education:


A Bachelor's Degree from an accredited institution in civil engineering, agricultural engineering, or a closely related discipline.


Experience:
Preferred: Two (2) years of progressively responsible experience in the design, maintenance, construction, and operation of irrigation systems.
Skills and Abilities:
- Effective communication with external agencies and the public.
- Ability to multitask and adhere to multiple project timelines and deadlines.
- Maintain confidentiality and perform a variety of technical and administrative tasks with minimal supervision.
- Answer inquiries requiring judgment and interpretation, maintain complex records, and prepare reports.
KNOWLEDGE OF:
- Civil engineering principles related to water conveyance infrastructure design.
- Hydraulic calculations for irrigation distribution systems.
- Pumps, variable frequency drives (VFDs), and flow measurement devices.
- Control structures for levels and flow.
- Proficient use of GIS and AutoCAD; familiarity with Civil 3D and HEC-RAS modeling software is advantageous.
- Project initiation, CEQA requirements, design, and construction processes.
- Familiarity with the Subdivision Map Act and GPS survey equipment.
- Proficient in MS Office applications, including Word, Excel, Project, PowerPoint, and Access.
- Understanding of hydrography and SCADA functions related to stream flow and data management.
- Bid specifications, contracting processes, and relevant laws.
REQUIREMENTS:
- California registration as an Engineer in Training (EIT) or the ability to obtain it within six months of hire is mandatory.
- Completion of two hours of Sexual Harassment training every two years in compliance with California AB 1825.
- A valid California Class C Driver License and the ability to maintain insurability under the District's vehicle insurance program.
- Adherence to all District policies and regulations.

WORK ENVIRONMENT:
Exposure to outdoor conditions for up to 50% of the work time. Occasional irregular or extended hours may be required. Work is primarily conducted in an office setting.

PHYSICAL DEMANDS:

SUPERVISION:
This position operates under general supervision from the Deputy General Manager, Water Resources or designated representative.

SALARY:
$40.08 to $60.12 per hour, dependent on qualifications.
