Job Summary

We are seeking a highly skilled and experienced Program Management Specialist to join our team at the Department of Homeland Security - Agency Wide. As a key member of our team, you will play a critical role in supporting the DHS Office of Homeland Security Situational Awareness (OSA) in developing, coordinating, and assessing operational training programs.

Key Responsibilities
  • Develop and implement joint/Department tailored operational training programs
  • Represent OSA at selected training/education forums
  • Assist OSA Front Office and two Divisions in developing and implementing their collective training requirements
  • Develop joint/Department level training programs tailored to support large scale exercises and all-hazards contingencies
  • Provide recommendations on how to sustain and improve on annual operational training requirements
  • Develop and implement approved innovations to enhance OSA joint and Component level readiness requirements
  • Inform OSA leadership and staff of individual and collective operational education opportunities to ensure Component readiness
  • Review and update OSA operational training policies and goals as appropriate
  • Leverage technology to enhance individual and Component readiness
Requirements
  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail
Qualifications
  • Working knowledge of Training and Development processes and procedures
  • Working knowledge of continuity, critical infrastructure, emergency preparedness-based project management, operational planning, staff coordination, testing, training and exercise emergency management work
  • Working knowledge of MSOFFICE applications
  • Ability to research, analyze, and present results of analysis to Senior Leadership in both unclassified and classified venues
  • Ability to complete range of project management and mid-level staff officer assignments
  • Ability to work closely with and routinely communicate with other continuity managers and staff within Resilience, OSA and other DHS Components, Offices, and Joint Collaboration elements
