Job Summary:

The Texas Division of Emergency Management (TDEM) is seeking an HR Generalist, Initiatives to support the agency's growth and development. This role will perform advanced support in areas of strategic human capital management, including reviews of organizational structure, supervisory organizations, and developing and updating job descriptions.

Key Responsibilities:
  • Perform analysis and implementation to address areas of growth development and human capital management at the direction of the Human Resources Division.
  • Reviews personnel action requests and justification for accuracy, routes requests in DocuSign, and processes job changes/compensation changes in Workday.
  • Analyzes and develops HR recommendations in response to requests for changes to supervisory organizations.
  • Evaluates minimum qualifications and classifications of agency positions.
  • Consults and assists in managing approved changes to the agency organizational chart.
  • Enters and retrieves position and employee data in HR systems and applications.
  • Prepares and maintains job descriptions for each position in the agency in accordance with federal and/or local guidelines.
  • Assesses jobs and their respective duties to determine classification as exempt or nonexempt.
  • Interviews and surveys employees and managers to document current job functions.
Requirements:
  • Bachelor's Degree or equivalent combination of relevant education and experience.
  • One year of HR related experience, with preference for two or more years of related HR work experience within a state agency.
  • Knowledge of compensation and classification rules, procedures, and job analysis methodologies.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to critically review, assess, and analyze policies and practices to develop and deliver sound recommendations.

Registration, Certification or Licensure:
