The Allied Joint Force Command Norfolk (JFCNF) serves as a robust, static Joint headquarters tasked with the planning, preparation, and execution of operations across various domains during peacetime, crises, and conflicts, thereby supporting NATO's core objectives at the Joint Operational level as directed by SACEUR.
The Support Directorate is charged with the strategic planning, oversight, and coordination of support staff functions. It provides guidance on policy matters and facilitates the execution of all support activities, ensuring a regional focus. The J1 Division specifically manages human resources planning, preparation, execution, and development. This encompasses workforce analysis, organizational structuring, and force management in alignment with JFCNF's operational needs.
The Civilian Personnel Branch is responsible for formulating, executing, and managing policies and procedures related to the recruitment, lifecycle management, training, compensation, deployment, and separation of civilian personnel. The incumbent plays a crucial role in the administration and oversight of the HR Life Cycle for all designated civilian staff categories.
Key Responsibilities:
- Executes human resources initiatives by delivering comprehensive HR services, including organizational management, staffing, employment processing, compensation, health benefits, training, records management, and employee relations.
- Aids in the formulation of HR strategies by gathering and analyzing data, and proposing actionable recommendations.
- Enhances manager and employee performance by diagnosing issues, evaluating solutions, and implementing chosen strategies while providing coaching and support.
- Contributes to special projects by defining objectives, establishing timelines, conducting research, and organizing necessary information.
- Manages client expectations through effective communication regarding project status, resolving issues, and preparing analytical reports.
- Prepares analytical reports by collecting and summarizing relevant data and trends.
- Safeguards organizational integrity by maintaining confidentiality of sensitive information.
- Ensures compliance with international and national legal standards by reviewing existing legislation and advising management on necessary actions.
- Keeps abreast of job knowledge through continuous education and professional development.
- Promotes departmental and organizational reputation by embracing new challenges and seeking opportunities for value addition.
- Assists in the management of NATO Security Clearances and Certificates of Conduct for civilian staff.
- Aids in clarifying Entitlements, Privileges, and Immunities.
- May undertake additional tasks as assigned by the Senior Officer on a project basis, providing administrative support to various responsibilities.
- Completion of Higher Secondary education with vocational training in human resources management, business administration, law, social sciences, or a related field, coupled with two years of relevant experience; or Secondary education with advanced vocational training leading to professional accreditation and four years of related experience.
- A minimum of three years of experience in personnel administration and management.
- Demonstrated professional experience in office administration practices.
- Familiarity with Personnel Regulations.
- Proficient in areas such as Staff Acquisition, Performance Management, Training Management, Employee Relations, and Administrative Writing.
English - Proficient in Listening, Speaking, Reading, and Writing.
Desirable Qualifications / Experience:
- Advanced vocational training in Host Nation Labour Law and Social Security Legislation.
- Experience with NATO Civilian Personnel Regulations and relevant NATO directives.
- Completion of the Resource Management Education Programme (RMEP) Course.
- Participation in the NATO Orientation Course.
