Job Summary

We are seeking a highly skilled and experienced Human Resources professional to join our team as a Supervisory Human Resources Specialist. This is a critical role that requires strong leadership and management skills, as well as expertise in labor relations, employee relations, and personnel security.

Key Responsibilities
  • Manage programs consisting of a staff of approximately 150 administrative civil service and contracted professionals, geographically dispersed throughout the country.
  • Oversee Labor/Employee Relations, Personnel Security, Suitability, and workplace Alternative Dispute Resolution for the DON/USMC activities stateside and overseas.
  • Directly and through subordinate supervisors, organize, plan, and direct the operations of the department.
  • Develop and evaluate local or DON-wide policy, and coordinate interrelated activities to resolve operational problems that cross functional lines.
  • Exercise personnel management responsibilities through multiple subordinate Division Heads, and plan and assign work, set priorities, advise employees on program goals and objectives, and make decisions on work problems presented by subordinate supervisors.
  • Brief higher-ranking officials on workforce relations to reiterate program policies and processes, and implement new and sometimes controversial policies designed to improve service delivery.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • Will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: labor relations, employee relations, alternate dispute resolution, Suitability and Operations Personnel Security.
