POSITION SUMMARY: This role encompasses a diverse range of financial management tasks, primarily focusing on the District's General Fund. Key responsibilities include aiding in the formulation, organization, and compilation of the annual budget, along with the necessary documentation and reports. The position acts as a vital resource for staff and administration, analyzing and interpreting financial data while overseeing revenue and expenditure trends against authorized budgets.

Additionally, this role is central to managing accounting activities related to all state and federal grants, ensuring compliance with applicable guidelines. Responsibilities extend to assisting in the preparation of grant application budgets, establishing grant budgets in alignment with awards, and submitting required billings. The position also entails preparing year-end reconciliations of expenditures and grant inventory reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to:
  • Conducting research and providing insights on budgeting and financial management practices; resolving issues and recommending corrective actions.
  • Collaborating with state agencies, other school districts, and local entities on fiscal and grant-related matters to ensure compliance with regulations.
  • Working alongside Human Resources to verify staffing assignments for accurate account distribution and reporting.
  • Monitoring and interpreting financial data, identifying potential issues regarding fiscal integrity and compliance.
  • Performing analyses on categorical programs for compliance with state requirements.
  • Assisting in the organization and preparation of the District's annual budget and related documentation.
  • Engaging in special budget and accounting projects requiring detailed financial analysis.
  • Serving as a resource for budget managers and staff regarding fiscal matters.
  • Participating in monthly business group meetings and providing training on budgetary processes.
  • Executing budget transfers as necessary and maintaining the chart of accounts.
  • Coordinating grant accounting activities and analyzing grants for billing preparation.
  • Supporting program managers in developing grant-related budgets and ensuring compliance with financial requirements.
  • Acting as the global administrator for the grant management system, coordinating processing and providing user support.
  • Verifying time and attendance records for grant expenditure documentation.
  • Preparing financial assistance schedules for audits and reconciling grant revenues.
  • Assisting management with forecasting future grant revenues.
  • Generating reports for external granting agencies in line with requirements.
  • Preparing comparability reports to ensure equitable funding distribution.
OTHER RESPONSIBILITIES include:
  • Maintaining up-to-date knowledge of regulations, policies, and procedures related to grants and financial management.
  • Serving as a resource for all District staff on financial matters.
  • Contributing to the Business Services team and performing related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor's degree in Business Administration with a focus on accounting or a related analytical field.
Two years of progressively responsible experience in budgeting, accounting, or grants management in a large organization.

PREFERRED QUALIFICATIONS
Familiarity with BusinessPlus software.
School Business Specialist certification (CSBS).

CONDITION OF EMPLOYMENT
Criminal background clearance.

KNOWLEDGE OF:
Basic computer skills and understanding of school finance and accounting practices.

SKILL IN:
Effective customer service and public relations; proficiency in various software applications.

ABILITY TO:
Learn and interpret laws governing school finance and grants; prioritize and manage multiple projects; communicate effectively; and maintain positive relationships with staff and external agencies.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES RELATED TO CULTURAL COMPETENCE AND EQUITY:
Awareness of cultural identity and commitment to equitable treatment of all individuals.

PHYSICAL DEMANDS
The physical demands include standing, walking, and performing tasks requiring fine motor skills. The role may involve lifting and carrying light to moderate weights.

WORKING CONDITIONS
The work environment is primarily indoors with moderate noise levels and frequent interruptions.

This position reports to the Director of Budgets and Grants.
