POSITION SUMMARY: This role encompasses a diverse range of financial planning and budgeting responsibilities for the District's General Fund. Key duties involve aiding in the structuring, formulation, and compilation of the District's annual financial plan, along with the necessary documentation and reports. This position acts as a key resource for staff and administration, interpreting financial data, and tracking revenue and expenditure trends against sanctioned budgets.

Additionally, this role is pivotal in managing accounting functions related to all state and federal grants, ensuring that expenditures comply with applicable guidelines. Responsibilities include assisting in the preparation of grant application budgets, establishing grant budgets per awarded amounts, and reviewing for alignment with revised budgets and carry-over funds. This position also entails the preparation of year-end reconciliation of expenditures and grant inventory reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to:
  • Conducting research and providing insights related to budgeting and financial management practices; addressing issues and proposing corrective measures.
  • Collaborating with state agencies, other educational institutions, and local entities on fiscal and grant-related matters to ensure adherence to regulations.
  • Working alongside Human Resources to confirm staffing allocations for accurate account distribution and compliance reporting.
  • Monitoring and analyzing financial data, rectifying discrepancies as necessary, and alerting management to potential issues affecting fiscal integrity.
  • Performing analyses on categorical programs to meet state-required financial standards.
  • Assisting in the organization and development of the District's annual budget and related documentation.
  • Engaging in special financial projects requiring detailed analysis.
  • Serving as a resource for budget managers regarding fiscal matters; communicating guidelines and requirements effectively.
  • Participating in monthly financial meetings; providing training on budgetary processes and financial reporting.
  • Executing budget transfers as needed and maintaining the chart of accounts.
  • Coordinating grant accounting activities across federal, state, and district levels.
  • Analyzing grants for monthly billing preparation, identifying and correcting errors as necessary.
  • Supporting program managers in developing grant-related budgets and ensuring compliance with fiscal regulations.
  • Administering the OSPI I-Grants System; facilitating grant processing and providing user support.
  • Verifying time and attendance records for grant expenditure documentation.
  • Preparing financial assistance schedules for audits and reconciling grant revenues.
  • Assisting management in forecasting future grant revenues.
  • Generating reports for external granting agencies in line with application requirements.
  • Preparing the Title I comparability report to ensure equitable funding distribution.
OTHER RESPONSIBILITIES include:
  • Maintaining up-to-date knowledge of regulations, policies, and procedures related to grants and financial management.
  • Acting as a resource for District staff and external stakeholders regarding financial matters.
  • Contributing to the Business Services team and performing related duties as needed.
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor's degree in Business Administration with a focus on accounting or a related analytical field
Two years of progressively responsible experience in budgeting, accounting, or grants management in a large organization
OR a combination of experience and training that provides the necessary knowledge and skills for the role.

PREFERRED QUALIFICATIONS
Familiarity with BusinessPlus software
Certification as a School Business Specialist (CSBS)

PHYSICAL DEMANDS
The physical demands of this position require the ability to stand, walk, bend, and perform repetitive tasks. The employee must be able to lift and carry up to 20 pounds and engage in various physical activities related to the job.

WORKING CONDITIONS
The work environment is primarily indoors with moderate noise levels and frequent interruptions. The position may involve dealing with challenging situations and deadlines.
