We are currently in search of a Water/Wastewater/Stormwater Program Manager with expertise in Local Government and Authority Management/Consulting, as well as environmental, wastewater, or stormwater engineering, to become a vital part of our professional team.

Key Responsibilities:

• Act as a Project Manager/Program Manager for significant, intricate, or sensitive water, wastewater, and stormwater initiatives.

• Deliver Program Management services to local government and utility clients, ensuring that project benefits are realized in a coordinated manner.

• Supervise and direct the execution of complex water, wastewater, and stormwater projects and programs.

• Develop and implement stormwater utilities and associated fees.

• Create and oversee Asset Management and Capital Improvement plans, including the development and execution of related infrastructure projects.

• Lead feasibility studies to assess regional water, wastewater, and stormwater services and programs for municipal and county clients.

• Support clients in establishing rates, developing revenue streams, and securing financing for capital improvement initiatives.

• Collaborate with HRG's IT and Geomatics divisions to implement technological solutions for local, county, and authority clients.

• Present at municipal meetings and organizational events.

• Engage in marketing efforts directed at both internal and external prospective clients.

Qualifications:

• Bachelor’s Degree in Engineering, Political Science, Public Policy, Public Administration, Business Administration, or Accounting.

• At least 7 years of experience in water/wastewater engineering, stormwater engineering, local government management, utility management, or municipal finance.

• Familiarity with municipality class codes and the Municipality Authorities Act.

• Proficient in Portfolio Management, Program Management, and Project Management.

• A client-focused leader and team player with strong communication, strategic planning, and organizational abilities.

• Self-motivated, independent worker, and team builder with excellent interpersonal skills.

• Ability to maintain a comprehensive perspective for clients while managing project specifics.

• Proficient in Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.

• Valid driver’s license.

• Willingness to travel for client meetings and to other HRG offices.

• Must have the legal right to work in the U.S.
