Role Summary

The Financial Systems Analyst (FSA) plays a crucial role in evaluating economic, financial, and structural data within the System. This position involves the formulation of requirements for automated data collection and analysis tools, overseeing their implementation, and ensuring rigorous testing and quality assurance processes are adhered to. The FSA serves as a technical authority on all information processed by the unit and possesses extensive knowledge of the statistical functions within the division, the Board, and the System.

Key Responsibilities
  • Conducts primary and secondary analysis of financial and structural data for various internal projects. Addresses inquiries related to reporting series, structural information, and data collection, while organizing planning sessions for new or updated series.
  • Creates advanced analytical methodologies, which may involve developing and validating statistical models for analyzing data trends, assessing the impact of banking structure modifications on economic and financial data, and enhancing the quality of structural data. Establishes and reviews standards for data interchange within the Federal Reserve System.
  • Designs business rules and reporting formats for developers working on distributed, web, and mainframe applications to facilitate analytical tasks and the dissemination of public information. Responsibilities may include programming, database architecture, and conceptual design.
  • Provides guidance and support to fellow analysts and technicians in areas such as automation, problem resolution, and data analysis. Prepares and reviews technical documentation related to series processing and independently formulates technical requirements.
  • Researches, organizes, and disseminates documentation of systems and reporting requirements for use by Board and Reserve Bank personnel, as well as reporting institutions. This includes standards for communication, technical documentation, testing plans, implementation timelines, and requirements statements.
  • Ensures compliance with all administrative and internal series processing deadlines, including the preparation of status reports and the review of performance metrics from Reserve Banks and other regulatory bodies.
  • Represents the unit, branch, or division in client meetings, making informed decisions on complex data inquiries, and actively participates in task forces and committees, both internally and externally.
  • Develops a schedule for unit work activities to ensure timely and accurate completion of reports and administrative tasks. Conducts regular reviews of editing and analysis procedures with unit staff and communicates findings to management.
Position Qualifications

FR - 25 Minimal Qualifications:

Strong analytical skills and effective communication abilities, typically acquired through a Bachelor's Degree in business, economics, finance, mathematics, computer science, information technology, or equivalent experience. Intermediate knowledge of financial/accounting principles related to System reports and the processing systems that support statistical functions, typically gained through a minimum of four years of relevant experience. A solid understanding of data processing issues, including computer operations (distributed and web environments), telecommunications concepts, and proficiency in software packages such as SAS, QMF/SQL, and Microsoft Excel. Intermediate knowledge of analytical techniques for financial data analysis, including ratio analysis, peer analysis, trend analysis, and statistical modeling.

FR - 26 Minimal Qualifications:

Strong analytical skills and effective communication abilities, typically acquired through a Bachelor's Degree in business, economics, finance, mathematics, computer science, information technology, or equivalent experience. Intermediate to advanced knowledge of financial/accounting principles related to System reports and the processing systems that support statistical functions, typically gained through a minimum of five years of relevant experience. Comprehensive understanding of data processing issues, including computer operations (mainframe, distributed, and web environments), telecommunications concepts, and proficiency in software packages such as SAS, QMF/SQL, and Microsoft Excel. Intermediate to advanced knowledge of analytical techniques for financial data analysis, including ratio analysis, peer analysis, trend analysis, and statistical modeling.

FR - 27 Minimal Qualifications:

Advanced analytical skills and effective communication abilities, typically acquired through a Bachelor's Degree in economics, finance, accounting, information systems, or a related field, or equivalent experience. Advanced knowledge of financial/accounting principles related to System reports and the processing systems that support statistical functions, typically gained through a minimum of six years of relevant experience. Thorough understanding of data processing issues, including computer operations (mainframe, distributed, and web environments), telecommunications concepts, and proficiency in software packages such as SAS, QMF/SQL, and Microsoft Excel. Advanced knowledge of analytical techniques for financial data analysis, including ratio analysis, peer analysis, trend analysis, and statistical modeling.

This position is part of the IT Statistics Program Management Office (PMO) within the Board IT Statistics and is integral to the Federal Reserve's Statistics Function, which collects financial, banking structure, survey, and contextual information while providing data management services to ensure information is suitable for use. The IT Statistics PMO unit is responsible for supporting and guiding national Statistics Function activities, overseeing automation and business projects, governance, strategic planning, demand management, and national budgets, as well as managing the annual performance evaluation process for Reserve Bank Statistics sites.

This position is hybrid, requiring a combination of telework and in-office presence.
