Position Overview:
Noblis is in search of skilled Systems Engineers to provide support for the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). This role involves engaging in comprehensive system engineering processes to ensure the successful planning, execution, and maintenance of various programs and tasks.

Key Responsibilities:
The selected candidates will be responsible for:

  • Conducting systems engineering activities related to the design, development, testing, installation, implementation, integration, and transition of systems and components.
  • Assisting the FAA in the transition from existing Air Traffic Control (ATC) capabilities to enhanced ATC techniques and NextGen capabilities.
  • Establishing milestones for technical standards, surveillance-automation interfaces, aircraft separation standards, system safety and risk management plans, computer-human interface design, and system configuration baselines.
  • Providing technical assistance in planning, facility, and system development/integration activities.
  • Contributing to the development and management of:
    • Requirements (system/hardware/software/user/test/maintainer/NAS)
    • Functional and performance system specifications
    • Concepts of system operation
    • Enterprise architecture products
    • Requirements traceability matrices
    • Functional decomposition matrices/trees
    • Interface documents, including Interface Requirement Documents (IRDs) and Interface Control Documents (ICDs)
    • Allocation of requirements among developmental systems, subsystems, modules, and non-developmental/commercial components.
    • System Test Plans

Required Qualifications:
Candidates must possess:

  • Experience in requirements development within the federal government sector.
  • Skills in function identification, modeling, decomposition, analysis, and needs identification.
  • Expertise in performance modeling, analysis, and determination.
  • Knowledge of availability, safety, and security requirement determination.
  • Experience in configuration management, alternatives identification, and analysis.
  • Understanding of systems architectures supporting the overall Enterprise Architecture.
  • Ability to successfully pass an FAA background investigation/verification.
  • Capability to work independently and collaboratively; proactive, solution-oriented, with exceptional time management skills.

Educational and Experience Requirements:
Relevant work experience is essential for this role.

Senior-level:
Minimum of 15 years of experience with a bachelor's degree in any engineering field. A master's degree in a related field may substitute for a bachelor's degree and 3 years of experience. A PhD in a related field may substitute for a bachelor's degree and 7 years of experience.

Mid-level:
Minimum of 10 years of experience with a bachelor's degree in any engineering field. A master's degree in a related field may substitute for a bachelor's degree and 3 years of experience. A PhD in a related field may substitute for a bachelor's degree and 7 years of experience.

Junior-level:
Minimum of 2 years of experience with a bachelor's degree in any engineering field. A master's degree in a related field may substitute for a bachelor's degree and 3 years of experience. A PhD in a related field may substitute for a bachelor's degree and 7 years of experience.

Desired Qualifications:
Preferred candidates will have:

  • Knowledge of FAA's Acquisition Management System processes and products.
  • Familiarity with NAS Enterprise Architecture.
  • Applied experience using System Architect, DOORS, CORE, and Cameo.
  • Experience in integrating new systems into the National Airspace System (NAS).
  • Demonstrated technical leadership in FAA's NAS modernization programs.
  • Experience with Model Based System Engineering/Digital Engineering.

Work Environment:
Flexibility in work arrangements may be available, with some roles potentially allowing for remote or hybrid employment.
