Job Title: NEPA Specialist Environmental Planner

Sealaska is seeking a highly skilled NEPA Specialist Environmental Planner to join our team. As a pivotal member of our multi-disciplinary team, you will work closely with Senior Project Managers to conduct National Environmental Policy Act (NEPA) planning and technical analyses.

Job Summary:

The NEPA Specialist Environmental Planner will be responsible for managing small- to medium-sized NEPA projects and permitting tasks, writing multiple sections of NEPA documents, and preparing technical reports and presentations. You will also review and edit documents prepared by technical specialists, conduct research and develop methodologies, and analyze environmental resource conditions and permitting needs.

Key Responsibilities:
  • Manage small- to medium-sized NEPA projects and permitting tasks.
  • Write multiple sections of NEPA documents, including proposed action, alternatives analysis, and executive summaries.
  • Prepare and write technical reports, presentations, permit applications, and environmental sections of documents.
  • Review and edit documents prepared by technical specialists.
  • Conduct research, develop methodologies, and analyze environmental resource conditions and permitting needs.
  • Coordinate the development of graphics, maps, and charts to support technical reports and documents.
  • Communicate with team members and clients and participate collaboratively on project teams.
  • Provide project document quality control, reviewing for sufficiency, technical accuracy, and compliance with federal and state regulatory requirements.
  • Monitor changes in environmental statutes, regulations, and policies.
Requirements:
  • Bachelor's degree in environmental planning, urban planning, environmental science, natural resources, or other related area.
  • Five (5) to ten (10) years relevant NEPA experience and with other environmental regulations such as the Endangered Species Act (ESA), National Historic Preservation Act (NHPA), Clean Water Act (CWA).
  • Excellent interpersonal, writing, and communication skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Demonstrated skills working closely with project managers, clients, and team participants.
  • Successful track record in developing and completing assignments.
  • Experience working with local, state, and federal resource agencies.
  • Ability to function well in a high-paced and at times stressful environment.
  • Proficient with Microsoft Office Suite or related software.
  • Ability to work independently and as part of a collaborative team.
  • Experience with Microsoft Office Suite and Adobe Acrobat.
  • Familiarity with ArcGIS, Google Earth, and other mapping platforms.
  • Environmental resource analysis expertise in one or more specialty.
  • Ability to obtain a DOD security clearance is required.
  • Due to the nature of this work, U.S. citizenship is required.
Preferred Skills:
  • Master's degree and/or professional certifications (AICP, PMP).
  • Willingness to pursue Project Management Professional (PMP) certification, if not held.
  • Direct experience with DoD NEPA regulations and projects, Army, Air Force, and Navy NEPA, is desired.
  • Familiarity with project scheduling and project management software.
  • Experience with permitting and mitigation monitoring a plus.
  • Project management (i.e., budget, schedule, scope, quality) or deputy PM experience preferred.
