Role Summary:

The Lead Financial Operations Analyst is essential in directing, coordinating, and supervising intricate financial functions and reporting for Naval Information Warfare Programs (NAVWAR) and associated entities, including Program Executive Offices (PEOs). The successful candidate will possess significant expertise in US Navy and DoD financial management, particularly in the Planning, Programming, Budgeting, and Execution (PPBE) process, alongside a comprehensive understanding of governmental financial regulations, with the capability to guide and mentor junior personnel.

Key Responsibilities:
  • Financial Planning and Analysis: Formulate and oversee financial strategies and budgets for diverse programs and initiatives within the Department of the Navy; Execute thorough financial evaluations to facilitate informed decision-making and strategic planning; Generate detailed financial reports, forecasts, and variance analyses.
  • Budget Oversight: Supervise the creation, assessment, and sanctioning of budgets for designated programs or divisions; Track budget performance and manage modifications to ensure alignment with financial objectives and regulations; Guarantee adherence to financial policies, procedures, and governmental standards.
  • Financial Reporting: Compile and scrutinize financial statements, reports, and schedules for precision and completeness; Collaborate with internal and external auditors to streamline audits and ensure compliance with financial norms; Deliver comprehensive financial summaries and insights to senior management and stakeholders.
  • Compliance and Risk Management: Ensure conformity with federal financial regulations, policies, and guidelines; Recognize financial risks and devise strategies for risk mitigation; Implement and uphold financial controls and best practices.
Qualifications:
  • Bachelor's Degree (Required) from an accredited four-year institution. A Master's degree in business administration is preferred.
  • Seven (7) years of specialized experience in acquisition financial management and program planning within the Department of the Navy (DON).
  • Seven (7) years of experience interpreting and applying financial management principles, along with familiarity with financial processes, techniques, policies, regulations, and organizational strategic objectives.
  • Seven (7) years of experience as a Team Lead or senior member of the financial management team with analytical decision-making experience.
  • Proficiency in Microsoft Office Suite (MS Word, Excel, PowerPoint, and Access).
  • CDFM - Certified Defense Financial Manager certification is required.
  • Active Secret Clearance is required.

Salary Information: The anticipated salary range for this position is $86,000 - $118,000. This is not a guarantee of compensation or salary, as the final salary will be determined based on experience, geographic location, and potentially contractual requirements, which may result in compensation outside of this range.
