Position Overview:

The National Oceanic and Atmospheric Administration (NOAA), through its Office of Space Commerce (OSC), is advancing the Traffic Coordination System for Space (TraCSS) to implement the directives outlined in the 2018 US National Space Council's Space Policy Directive 3 (SPD-3). This initiative aims to streamline space traffic management (STM) and coordination (STC) for non-military US space operators, establishing a comprehensive governmental approach led by NOAA OSC within the Department of Commerce (DOC).

TraCSS serves as the DOC's integrated solution for the collection, storage, processing, and distribution of Space Situational Awareness (SSA) data and products. The system is designed to provide conjunction analysis and warning services to commercial satellite operators, thereby promoting the growth and technological innovation of the U.S. commercial space sector. TraCSS will aggregate data from various sources, including the Department of Defense (DOD), NOAA, commercial SSA data providers, and international civil partners, ensuring a robust operational framework.

Key Responsibilities:

  • Engage in the operations center to monitor and analyze space traffic products and computational processes.
  • Address operational challenges related to space traffic coordination and technical issues to maintain a secure and stable space environment.
  • Contribute to the creation and maintenance of operational procedures, displays, and job aids for effective technical troubleshooting and coordination with commercial operators.
  • Collaborate with stakeholders to ensure mission operations are executed effectively.
  • Assist in developing training materials and conducting training sessions for onboarding government and commercial operational teams.

Qualifications:

  • Bachelor's Degree in Engineering, Physics/Astronomy, Computer Science, or a related discipline with 1 to 6 years of relevant experience in flight dynamics or orbital mechanics.
  • Associate's Degree in Engineering, Physics/Astronomy, Computer Science, or a related field with 3 to 8 years of relevant experience.
  • Possession of an active Secret Clearance is mandatory.
  • Proficiency in software systems, development environments, or programming languages such as Python and Linux.
  • Experience in Satellite Operations and Orbital Analysis is essential.
  • Experience in conjunction analysis for mega-constellations is preferred.
  • Ability to comprehend SSA data and deliver specified basic services effectively.
  • Understanding of procedural proficiency to provide data and services within the operations center.
  • Experience with NASA high-value RSO's and analyzing orbital state vectors and propagated ephemerides with covariances is advantageous.
