Job Summary

We are seeking a highly skilled Senior Contracting Officer to join our team at the Coast Guard Exchange. As a key member of our procurement team, you will be responsible for performing cradle-to-grave contracting functions, including pre-award, source selection, post-award, and contract close-out. You will work closely with our Morale, Well-being, and Recreation (MWR) program and other non-appropriated fund instrumentalities (NAFIs) acquisitions to ensure the successful execution of contracts.

Key Responsibilities
  • Perform contracting functions, including contract negotiation, administration, and close-out.
  • Develop and implement contracting strategies to meet the needs of our MWR program and NAFIs acquisitions.
  • Collaborate with internal stakeholders to ensure effective contract management and compliance with applicable laws and regulations.
  • Provide expert advice and guidance on contracting matters to senior leadership and other stakeholders.
  • Stay up-to-date with changes in contracting laws, regulations, and policies to ensure compliance and best practices.
Requirements
  • Bachelor's degree in any field of study from an accredited college or university.
  • At least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university.
  • Extensive experience in general and/or construction contracting within appropriated fund (APF) and non-appropriated fund (NAF) procurement environments.
  • Demonstrated expertise in contract negotiations and rules and regulations governing APF/NAF acquisition, laws, regulations, and policies.
  • Excellent analytical, communication, and interpersonal skills.
Preferred Qualifications
  • Bachelor's degree in a relevant field, such as contracting, procurement, or business.
  • NAF Contracting Certification, Certified Procurement Contracts Manager (CPCM), Defense Acquisition Workforce Improvement Act (DAWIA) II/III, or other applicable professional certification.
  • Two-year cradle-to-grave construction contract experience.
