Senior Contracting Officer

This position is responsible for performing contracting functions in support of the Morale, Well-being, and Recreation (MWR) program and other non-appropriated fund instrumentalities (NAFIs) acquisitions. The successful candidate will have expertise in general and/or construction contracting within appropriated fund (APF) and non-appropriated fund (NAF) procurement environments with requisite knowledge of applicable policies and practices.
Key Responsibilities
Perform cradle-to-grave contracting functions (pre-award, source selection, post award, and contract close-out) in support of the MWR program and other NAFIs acquisitions.
Evaluate, certify, and audit contract proposals, awards, and disbursements, acquisition reviews, inspections, and field assistance visits.
Negotiate contracts and agreements, and present sensitive recommendations to high authorities.
Advise leadership on a variety of matters of highly technical or general acquisition nature.
Requirements
Bachelor's degree in any field of study from an accredited college or university, or at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university.
Demonstrated expertise in general and/or construction contracting within APF and NAF procurement environments with requisite knowledge of applicable policies and practices.
Extensive experience in contract negotiations and rules and regulations governing APF/NAF acquisition, laws, regulations, and policies, including precedent-setting legal decisions.
Excellent oral and written communication skills, enabling the crafting of contractually effective documents and agreements.
Preferred Qualifications
Bachelor's degree, NAF Contracting Certification, Certified Procurement Contracts Manager (CPCM), Defense Acquisition Workforce Improvement Act (DAWIA) II/III, or other applicable professional certification.
Two-year cradle-to-grave construction contract experience.
