Job Description

This position is responsible for performing cradle-to-grave contracting functions in support of the Morale, Well-being, and Recreation (MWR) program and other non-appropriated fund instrumentalities (NAFIs) acquisitions.

Key Responsibilities
  • Performing contracting functions, including pre-award, source selection, post-award, and contract close-out.
  • Managing acquisitions of supplies, equipment, construction, and services supporting the MWR program requirements.
  • Obtaining necessary architectural and engineering (A&E) services, Project Validation Assessments (PVA's), and other related consultant services.
  • Evaluating, certifying, and auditing contract proposals, awards, and disbursements.
  • Providing contractually effective documents and agreements.
Requirements
  • Bachelor's degree in any field of study from an accredited college or university.
  • At least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university.
  • Extensive experience in contract negotiations and rules and regulations governing APF/NAF acquisition, laws, regulations, and policies.
  • Excellent oral and written communication skills.
Preferred Qualifications
  • Bachelor's degree, NAF Contracting Certification, Certified Procurement Contracts Manager (CPCM), Defense Acquisition Workforce Improvement Act (DAWIA) II/III, or other applicable professional certification.
  • Two-year cradle-to-grave construction contract experience.
