Purpose

The primary aim of this role is to oversee the comprehensive ship testing program for the OPC. The individual will be proactive in communicating and coordinating with various departments, including production status, OEM support, and engineering, to ensure a thorough testing process.

Key Responsibilities

Due to the dynamic nature of Eastern Shipbuilding, the essential duties may vary. The following are the primary responsibilities:

  • Maintain regular attendance and the ability to work flexible hours, including overtime, weekends, and holidays.
  • Oversee the integration and execution of a comprehensive ship testing program, which includes developing testing processes and procedures across all areas, ensuring timely submission of test reports.
  • Manage all testing activities for the assigned OPC Hull, covering stages 2-7.
  • Collaborate with the HM&E Test Manager, C5ISR I&T Manager, Preventive Maintenance Manager, Certification Manager, and Training Team to align test resources and milestones.
  • Work with ESG QA to ensure that systems and equipment released for testing meet installation requirements.
  • Assist in identifying and procuring specialized testing equipment.
  • Support the Test Team in developing activation and commissioning procedures.
  • Ensure that Production and Hull Managers prioritize program milestones and key events.
  • Coordinate with various departments, including Production Test, Program Test, and Engineering, to meet performance, cost, and schedule objectives.
  • Work closely with Production, QA, and Engineering to ensure all corrective actions are completed and deficiencies are addressed prior to final documentation.
  • Oversee Lock Out Tag Out (LOTO) coordination and manage watch standers.
  • Perform additional duties as assigned.
Supervisory Responsibilities:
May supervise employees, contractors, and subcontractors within the Test Department. Local travel is expected, with some potential for out-of-area and overnight travel.

Reporting Structure:
This position reports to the Deputy Test Director.

Qualifications

Education and Experience:
Minimum of three years of experience in shipboard testing, including developing procedures, performing test validation, and producing deliverable test reports. Familiarity with system operations and integration with control systems is essential. Experience in ship construction and testing, or service with USCG/USN, particularly in shipboard electrical systems, is preferred. Knowledge of developing test procedures in accordance with ABS NVR and contract specifications is required.

Skills:
Proficient in Microsoft Word, Excel, PowerPoint, and Outlook. Ability to interpret safety rules, company policies, and governmental regulations. Strong communication skills are necessary for effective presentations and interactions with senior management and other stakeholders. Must be able to analyze data and present findings clearly.

Behavioral Attributes:
Must obtain and maintain a SECRET security clearance. Key attributes include integrity, adaptability, initiative, interpersonal skills, attention to detail, and the ability to multitask.

Working Conditions:
The work environment may involve exposure to electrical hazards. The noise level is typically low to moderate, similar to an office setting.

Physical Requirements:
This role requires the ability to work in various environments, including office and shipboard settings. Employees must be capable of climbing and entering confined spaces in all weather conditions. Specific vision abilities required include close vision, distance vision, and depth perception.
