Position Overview

The Department of Defense is seeking an Attorney-Adviser (International/Military) to take on the role of Cyber Program Director. This position will serve as a senior legal advisor on matters related to Cyber, Space, Emergent Technology, and Artificial Intelligence, collectively referred to as "Cyber" or "Cyber-related" legal issues.

Key Responsibilities

The Cyber Program Director will be responsible for:

  • Designing and executing Security Cooperation (SC) initiatives aimed at enhancing the capabilities of security sector institutions and personnel in key U.S. strategic partner nations.
  • Ensuring that partner nations conduct cyber-related activities in alignment with international law and established norms.
  • Providing comprehensive legal advisory services to partner nations while assessing, planning, implementing, overseeing, evaluating, and reporting on the outcomes of legal International Cooperation and Capacity Building (ICB) engagements.

Specific Duties Include:

  • Creating, managing, and evaluating a diverse portfolio of complex legal ICB programs to strengthen legal capacities within foreign governments' cyber-related security frameworks.
  • Developing tailored legal engagement programs to meet the strategic and policy objectives of partner nations.
  • Conducting ongoing reviews of program quality, effectiveness, and compliance with relevant policies.
  • Collaborating with partner nation officials to ensure adherence to international human rights law and humanitarian law principles during the planning and execution of cyber-related activities.
  • Maintaining and expanding expertise in legal aspects pertinent to cyber security, cyber-crime, cyber defense, space-related activities, emergent technologies, and artificial intelligence.
  • Assessing partner nation capacities, collecting baseline data, identifying legal capacity gaps, and formulating plans to address these deficiencies.
  • Leading diverse teams of subject matter experts to achieve program objectives.

Qualifications

To qualify for this position, candidates must possess:

  • A first professional law degree (LL.B. or J.D.) accredited by the American Bar Association.
  • Active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
  • A minimum of three years of professional legal experience relevant to the duties of this position.

Additional Requirements

Candidates must be U.S. citizens and may be required to obtain and maintain a Secret security clearance. This position is exempt from the Fair Labor Standards Act and may require occasional overtime and travel.
