Overview
Acts as a recognized technical authority and specialist for a designated systems development area within the Office of the Chief Information Officer.

Role Responsibilities
As a specialist in a designated field, formulates work plans for the design, testing, and implementation of new or existing systems or subsystems related to benefits modernization.

Provides expertise in the planning, installation, testing, operation, troubleshooting, integration, and maintenance of Commercial Off-The-Shelf (COTS) hardware and software systems that support benefit applications.

Takes full technical responsibility for the formulation, coordination, and development of special studies, projects, or research work concerning programmatic and administrative systems development.

Offers authoritative advice to executive-level managers within the Agency regarding the area of expertise.

Conducts ongoing reviews of technological advancements applicable to system design and prepares long-term forecasts of developments relevant to SSA applications.

Provides technical direction and guidance to fellow IT Specialists.

Qualifications
Applicants must meet the qualifications for the series and grade of the posted position. Experience must be IT-related; this experience may be demonstrated through paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

  • Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication: Effectively expresses information to individuals or groups, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others and responds appropriately.
  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, to qualify for this GS-13 level position, applicants must possess and demonstrate 52 weeks of specialized experience at, or equivalent to, the GS-12 level in the Federal government that is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

This specialized experience must include:

  • Developing service-oriented web applications and APIs in an agile process using frameworks such as AngularJS or Spring Boot;
  • Coordinating development efforts to ensure project completion and implementation OR leading technical discussions for enterprise-level IT projects.

Developing object-oriented software that interfaces with Relational and NoSQL databases and leverages Continuous Integration/Continuous Delivery technology is mandatory to comply with the Modern Development Environment (MDE).
