Overview
Acts as a recognized authority and specialist in a designated systems development domain within the Office of the Chief Information Officer.

Role Responsibilities
As a specialist in the assigned domain, formulates detailed work plans for the design, testing, and implementation of new or existing systems or subsystems related to benefits modernization.

Provides expert guidance in the planning, installation, testing, operation, troubleshooting, integration, and maintenance of commercial off-the-shelf (COTS) hardware and software systems that support benefit applications.

Takes full technical responsibility for the formulation, coordination, and development of specialized studies, projects, or research initiatives regarding programmatic and administrative systems development.

Offers authoritative counsel to executive-level managers within the Agency concerning the area of expertise.

Conducts ongoing assessments of advancements in computer technology relevant to system design and prepares long-term forecasts of developments pertinent to SSA applications.

Provides technical direction and mentorship to fellow IT Specialists.

Qualifications

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

  • Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knowledgeable about available products and services; committed to delivering quality products and services.
  • Oral Communication: Effectively expresses information to individuals or groups, considering the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving: Identifies problems; determines the accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and make recommendations.

Additionally, to qualify for this GS-13 level position, applicants must possess and demonstrate 52 weeks of specialized experience at, or equivalent to, the GS-12 level in the Federal government that is related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

This specialized IT-related experience must include:

  • Developing service-oriented web applications and APIs in an agile process using frameworks such as AngularJS or Spring Boot; coordinating development efforts to ensure project completion and implementation OR leading technical discussions for enterprise-level IT projects.
  • Developing object-oriented software that interfaces with Relational and NoSQL databases and leverages Continuous Integration/Continuous Delivery technology to comply with the Modern Development Environment (MDE).
