Overview

We are seeking a dedicated risk and controls expert with a proven track record in establishing and overseeing a premier controls framework.

This position will report directly to the Head of HR Crew Experience and Strategic Support Services, the central resource team for Vanguard's HR Division.

In this capacity, you will design, lead, and manage a comprehensive HR first line controls framework.

Key Responsibilities

You will:

  • Develop, implement, and manage a top-tier HR controls framework.
  • Oversee the ongoing documentation, assessment, testing, and execution of HR business controls by utilizing best practices from both internal and external sources to establish an effective "first line of defense".
  • Establish and lead overall control initiatives for Vanguard HR, ensuring a robust control environment to effectively manage risk.
  • Identify divisional or business risks and gaps, while promoting continuous process improvement across HR.
  • Ensure compliance with regulatory requirements and mitigate enterprise-wide business risks.
  • Coordinate external and internal audits.
  • Build a governance and oversight capability for HR vendor management, adopting enterprise-wide standards.
  • Collaborate closely with HR vendor owners to ensure best practices are documented and operational in line with our business continuity, controls, and risk standards.
  • Partner with HR second line risk to develop consistent and robust HR risk management processes related to risk identification, assessment, issue and incident management, reporting, and training.
  • Maintain strategic relationships across second line (risk, compliance, legal) and third line (audit) to ensure strong support for enterprise-wide initiatives and a unified risk management approach.
  • Provide decision support and make key strategic decisions for business controls.
  • Mentor, guide, and develop a team of HR controls and risk professionals, providing necessary training and motivation to foster employee growth.
  • Set performance standards, review performance, provide feedback, and make informed compensation decisions in accordance with HR policies and procedures.
  • Maintain expert-level knowledge of Vanguard and industry trends.
  • Stay current on Vanguard policies and objectives, expanding knowledge of the business and industry, while monitoring competition.
  • Review all applicable current and future regulatory requirements to ensure effective controls, procedures, and oversight reviews are in place.
  • Participate in special projects and perform other duties as assigned.
Qualifications

What it takes:

  • A minimum of ten years of relevant work experience; supervisory experience is preferred.
  • An undergraduate degree or equivalent combination of training and experience; a graduate degree is preferred.
  • Experience in building and implementing a controls or risk program.
