Job Title: Senior Program Monitor

As a Senior Program Monitor with Dallas County, you will play a critical role in ensuring the fiscal activities of Ryan White and HOPWA sub-recipients/service providers are in compliance with grantor funding regulations.

Key Responsibilities:
  • Conduct sub-recipient financial and contractual compliance site visits, reviewing work papers and preparing monitoring reports.
  • Coordinate and train staff involved in site visits for Ryan White and HOPWA programs.
  • Examine sub-recipient accounting and service delivery records using generally accepted accounting tests to verify compliance with required laws, policies, procedures, and document findings.
  • Reconcile and verify program ledger accounting entries against sub-recipient ledgers, bank statements, and other accounts.
  • Test internal controls of program functions and recommend improvements to safeguard program assets.
  • Ensure fiscal policies and procedures are implemented and comply with the Health Resources and Services Administration (HRSA), Texas Department of State Health Services (DSHS), and Dallas County.
  • Conduct random sampling and analyze data.
  • Address site visit findings timely and provide technical assistance to service providers on contractual compliance as it relates to fiscal issues.
  • Develop and maintain a cooperative working relationship with sub-recipients, supervisors, staff, and grantors.
  • Assist in developing, designing, and administering programs to ensure the contractual compliance of service providers.
  • Act as a technical expert and trainer to monitoring staff and sub-recipients in resolving procedural issues and ensuring grantor compliance.
  • Participate in preparation of reports, forecasting plans, and other financial documentation as required by management, HIV-AIDS Planning Council, Federal, state, and local funding sources.
  • Act as a liaison between the Department, County employees, and external entities related to fiscal monitoring.

This role requires a strong understanding of federal, state, and local HIV/AIDS health and social service agencies and grants related to the Ryan White HIV/AIDS Program. The ideal candidate will possess excellent communication and problem-solving skills, with the ability to work effectively with diverse populations and establish cooperative relationships.

This position requires a valid Texas Driver's License and a good driving record. The successful candidate will be required to maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.
