The City of New York's Department of Investigation (DOI) stands as one of the nation's oldest law enforcement entities, dedicated to the fight against municipal corruption.

This agency operates as an independent and impartial overseer of New York City's government, its agencies, employees, vendors engaged in City contracts, and individuals or organizations receiving City funds.


Within DOI, the Office of the Inspector General for the New York City Police Department (OIG-NYPD) is empowered to conduct inquiries, evaluations, audits, and provide recommendations regarding the operations, policies, programs, and practices of the New York City Police Department (NYPD). The objective is to enhance operational effectiveness, bolster public safety, safeguard civil liberties and rights, and strengthen public trust in law enforcement.


OIG-NYPD is currently in search of a Junior Investigative Research Analyst to spearhead confidential and sensitive inquiries into the NYPD's operations, policies, programs, and practices.

The Junior Investigative Research Analyst will assess selected operations, policies, programs, and practices of the NYPD through a data-driven investigative lens to pinpoint concerns and opportunities for enhancement in the Department's law enforcement duties.

This role requires the ability to critically evaluate issues and shortcomings related to NYPD operations.

Candidates should possess the skills to produce well-structured, succinct investigative reports and public documents that clearly outline findings, recommendations, and supporting evidence.

Leading interdisciplinary investigative teams to formulate recommendations for policing reforms based on investigative outcomes, best practices, and additional research will be a key responsibility.

The Junior Investigative Research Analyst will also track and generate reports on the extent to which the NYPD adheres to the Office's recommendations.


Investigative work may involve reviewing a variety of documents, interviewing community members and law enforcement personnel, and collecting and analyzing factual evidence.

Responsibilities may also encompass screening and investigating public grievances related to the NYPD and/or individual members of the NYPD and other agencies.

The Junior Investigative Research Analyst will contribute to the training and mentoring of agency personnel.

On rare occasions, they may be tasked with overseeing individual investigations to ensure progress.

Upholding the highest standards of confidentiality and ethical behavior in managing sensitive information and investigations is essential, alongside compliance with agency policies and legal obligations regarding sensitive data handling.


The ideal candidate should have prior experience in fields such as policy analysis, investigations, law enforcement, criminal justice, data analysis, or police oversight.

Attention to detail, self-motivation, and the flexibility to work effectively both independently and as a leader of a multidisciplinary investigative team are crucial.

Strong project management skills, demonstrated experience in leading projects or investigations from inception to completion, resulting in thorough written outputs, are expected.

The successful candidate should exhibit emotional intelligence, conscientiousness, self-motivation, and creative thinking, enabling them to perform effectively both independently and as part of a team.

If selected, candidates will undergo fingerprinting and a background investigation. Additionally, due to the law enforcement and/or investigative nature of the role, the candidate's consumer credit history will be reviewed during the background check, as permitted by relevant regulations.


PREFERRED QUALIFICATIONS

  • Advanced degree is a plus.
  • Leadership and conflict resolution capabilities.
  • Familiarity with NYPD procedures, operations, and regulations is advantageous.
  • Proficient knowledge of statistical software packages such as SPSS, Stata, SQL, Python, R, and Tableau.

  • Experience with both quantitative and qualitative research methodologies, particularly in social policy, policing, or governmental contexts.
  • A minimum of seven years of professional experience in policy analysis and/or overseeing investigations related to criminal justice, law enforcement, or police accountability.
  • Demonstrated interest and knowledge in law, law enforcement, criminal justice, police oversight, and civil rights issues.
  • Excellent judgment and the ability to engage in discussions about law enforcement policies and procedures with various stakeholders.
  • Highly organized with the ability to analyze, evaluate, and draw conclusions from complex documents and data, including policies, procedures, and practices.
  • Proven interviewing skills, along with strong written and oral communication abilities to present investigative findings and analyses in a clear, objective, and compelling manner.
  • Ability to work independently with minimal supervision while managing multiple cases effectively.
  • Strong interpersonal skills and a commitment to ethical conduct.
  • Demonstrated research and writing proficiency, including the capacity to produce high-quality written work under tight deadlines.
  • Strong computer skills, including familiarity with open-source intelligence databases and Microsoft Office applications.
  • Ability to collaborate with multidisciplinary teams, including investigators, attorneys, policy analysts, and auditors.
  • Demonstrated adaptability and capability to thrive in a dynamic work environment.
  • Advanced understanding of New York City government regulations and NYPD procedures.

Qualifications

  • A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or
  • A baccalaureate degree from an accredited college or university; or
  • Education and/or experience equivalent to "1" or "2" above.
