Description

The City of Anaheim Finance Department is in search of a proactive and results-driven Budget Analyst (Budget Analyst II or Senior Budget Analyst) to undertake a range of professional responsibilities related to the formulation, assessment, and oversight of municipal budgets. The Budget Analyst will coordinate budget formulation efforts with designated City departments and personnel; engage in various analytical, financial, management, and administrative tasks to provide effective staff support; create presentations and disseminate information through participation in community and commission meetings as well as City Council workshops; conduct studies including operational audits and productivity assessments; evaluate, analyze, and project citywide General Fund revenues, encompassing Transient Occupancy Taxes, Sales and Use Taxes, Property Taxes, and other miscellaneous revenues; and perform research and analysis across diverse areas such as financial planning, financial operations, and the functioning of various work processes.

Candidates should have a minimum of two years of relevant experience in budget preparation and monitoring, along with a Bachelor's degree from an accredited institution in finance, accounting, business administration, public administration, or a related field. An equivalent combination of experience and education that fulfills the essential job functions and provides the necessary knowledge and skills is acceptable. Ideal candidates will have experience in government agency budget analysis, including revenue and expenditure forecasting. Proficiency with an enterprise resource planning (ERP) financial system such as CGI, Oracle, Peoplesoft, SAP, etc., and Microsoft Office (Excel, Word, and PowerPoint) is essential.

Essential Functions:

The following duties are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those outlined below to meet business needs and adapt to changing practices.

Budget Analyst II Responsibilities:
  • Coordinate and engage in the work of other staff and teams involved in developing, preparing, and monitoring operating and capital budgets for assigned departments.
  • Develop and review budget proposals for assigned departments, providing recommendations to upper management.
  • Identify, assess, and present recommendations to City management regarding alternative funding and service level options.
  • Identify and resolve budgetary and financial challenges; provide timely, accurate, and informative financial analysis; conduct financial forecasting as required; review and evaluate cost-benefit proposals; recommend improvements.
  • Participate in producing financial and budget reports for Citywide and departmental use.
  • Assist in the development and publication of budget documents; prepare and disseminate the City's proposed and adopted budget documents.
  • Monitor assigned departments' operating and capital budgets to ensure expenditures are properly accounted for and do not exceed authorized limits; ensure compliance with financial guidelines and departmental policies; notify management of potential issues, recommend solutions, and prepare documentation for necessary budget adjustments.
  • Oversee the maintenance and input of employee data related to the City's employee involvement program; schedule and conduct presentations.
  • Maintain assigned budget and financial databases and systems; troubleshoot technical and functional issues related to the City's budget and financial systems.
  • Conduct productivity and efficiency audits of selected City operations; collect, monitor, and analyze data for productivity studies; recommend improvements in work methods and organizational structure.
  • Provide staff assistance to management; participate in special projects; support various committees and groups; prepare and present reports and correspondence as necessary.
  • Attend professional group meetings; stay informed of new trends in municipal budgeting and public administration; incorporate new developments as appropriate.
  • May supervise support staff on a project or daily basis.
  • Provide training and technical support to assigned departments regarding operational policies and procedures.
  • Perform related duties as required.

Qualifications:

Budget Analyst II Qualifications:

Experience and Education: Two years of experience in budget preparation and monitoring or in financial, administrative, and management analysis, including budget analyses, operational audits, and management studies, supplemented by a Bachelor's degree from an accredited institution in finance, accounting, business administration, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions is acceptable.

Senior Budget Analyst Qualifications:

Experience and Education: Three years of responsible experience in budget preparation and monitoring or in financial, administrative, and management analysis, including budget analyses, operational audits, and management studies, supplemented by a Bachelor's degree from an accredited institution in finance, accounting, business administration, public administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions is acceptable.

Supplemental Information:

The City of Anaheim reserves the option to hire at either Budget Analyst II or Senior Budget Analyst level based on candidate qualifications and the selection process.
