Description

The City of Anaheim's Finance Department is seeking a proactive and detail-oriented Budget Analyst (Budget Analyst II or Senior Budget Analyst) to engage in a range of professional tasks related to the formulation, assessment, and oversight of municipal budgets. The Budget Analyst will play a crucial role in coordinating budgetary processes with designated City departments and personnel. Responsibilities include:

  • Conducting comprehensive financial analyses and providing management support.
  • Preparing and delivering presentations using PowerPoint, and actively participating in community and commission meetings.
  • Executing operational audits and productivity assessments.
  • Reviewing and forecasting citywide General Fund revenues, including various tax revenues.
  • Conducting research and analysis in financial planning and operational processes.

Candidates should have a minimum of two years of relevant experience in budget preparation and monitoring, along with a Bachelor's degree in finance, accounting, business administration, public administration, or a related field. An equivalent combination of experience and education that meets the essential job functions is acceptable. Ideal candidates will have experience in government agency budget analysis, including revenue and expenditure forecasting, and proficiency in ERP financial systems such as CGI, Oracle, Peoplesoft, or SAP, as well as Microsoft Office Suite (Excel, Word, PowerPoint).

Position Characteristics:
The Budget Analyst II represents the full journey level within the Budget Analyst series, distinguished by the ability to perform a comprehensive range of assigned duties with minimal supervision.

The Senior Budget Analyst is recognized as the advanced journey level, responsible for the most complex and demanding tasks within the series, requiring extensive training and expertise in all related procedures.

Budget Analyst II Essential Functions
  • Facilitate and engage in the collaborative efforts of staff involved in the development and monitoring of operating and capital budgets.
  • Review and recommend budget proposals for assigned departments to upper management.
  • Identify and address budgetary and financial challenges, providing accurate financial analysis.
  • Assist in the production of financial and budget reports for citywide and departmental use.
  • Monitor departmental budgets to ensure compliance with financial guidelines.

Senior Budget Analyst Essential Functions
  • Lead the development and coordination of policies for the budget process.
  • Conduct complex financial analyses and serve as a liaison between departmental management teams.
  • Participate in the creation and dissemination of budget documents.
  • Oversee the maintenance of the City's online budget system.
  • Design and implement training programs for financial systems.

Qualifications:

Budget Analyst II Qualifications
Experience and Education: Two years of experience in budget preparation and monitoring, supplemented by a Bachelor's degree in finance, accounting, business administration, public administration, or a related field.
