Job Overview

The Animal Control Specialist plays a vital role in safeguarding the community by implementing local animal regulations and state laws aimed at the management, care, and welfare of animals within the city. This position emphasizes public safety, customer service, and community education in a respectful and professional manner.

Key Responsibilities

1. Address customer inquiries through various communication channels, including phone, email, and face-to-face interactions.

2. Manage and input data into the shelter management system to accurately track animal and owner information.

3. Complete necessary documentation for animal intake (such as surrenders and strays) and outcomes (including adoptions and returns).

4. Provide guidance for pet adoptions and assist in retaining pets with their owners.

5. Handle financial transactions for fees, adoptions, and donations, ensuring proper receipt issuance.

6. Maintain comprehensive records on animal incidents, citizen reports, adoptions, and other required documentation.

7. Participate in community outreach events, such as adoption drives and educational programs.

8. Conduct educational tours and sessions at the Shelter and Adoption Center.

9. Patrol designated areas to capture and transport stray or wild animals to appropriate facilities.

10. Operate a city vehicle in compliance with all applicable laws and regulations while performing job duties.

11. Respond to public concerns regarding lost or stray animals, assisting with wildlife nuisances and dangerous animal situations.

12. Safely remove deceased animals from various locations as needed.

13. Investigate reports of aggressive animals and animal bites, taking appropriate action to ensure public safety.

14. Prepare and send rabies samples to the relevant health department.

15. Utilize communication devices and technology to report and receive information.

16. Maintain and service equipment and vehicles used in the course of duty.

17. Educate the public and pet owners on animal laws and welfare practices.

18. Enforce local animal control laws through warnings and citations, and represent the department in court as necessary.

19. Investigate cases of suspected animal cruelty or unusual animal deaths.

20. Ensure cleanliness and proper care of animal housing areas within the Shelter and Adoption Center.

21. Provide adequate food, water, and shelter for all impounded animals.

22. Monitor animal health and report any signs of illness or injury to a supervisor.

23. Perform euthanasia when required, following all legal and ethical guidelines.

24. Update shelter records to reflect changes in animal status accurately.

25. Undertake additional duties as assigned that align with the responsibilities of the position.

26. Interact with the public and colleagues in a professional and courteous manner.

27. Maintain regular attendance and punctuality as a requirement of the role.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

High school diploma or equivalent, along with two years of experience in animal control or a related field, or a combination of education and experience that provides the necessary knowledge and skills for the role.

Must obtain the Texas Department of State Health Services Basic Animal Control certificate within one year of employment.

A state-approved euthanasia certification must be acquired within four months of employment.

Must successfully pass a comprehensive background check, including criminal history, psychological evaluation, and driving record assessment.

Must possess a valid Texas driver's license.

Due to specific security requirements, candidates must not have any disqualifying criminal convictions.

Must complete a pre-employment physical, drug screening, and vision assessments.

WORKING CONDITIONS

This position involves regular exposure to various environmental conditions, including:

• Bright and dim lighting

• Dust and allergens

• Extreme temperatures

• Wet or humid environments

• High noise levels

• Interaction with animals and wildlife

• Potential exposure to hazardous materials

• Traffic and moving machinery

• Risk of electrical shock and heights

• Exposure to disease and pathogens

Safety equipment will be provided as necessary, and must be utilized in accordance with departmental policies.

PHYSICAL DEMANDS

The physical requirements for this role include the ability to perform medium work, which entails walking, standing, sitting, and lifting. The employee must regularly lift and/or move up to 20 pounds, frequently lift and/or move up to 40 pounds, and occasionally lift and/or move more than 50 pounds. Vision capabilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
