Project Overview:

The Mobile Launcher 2 (ML2) initiative involves the comprehensive design, procurement, construction, and operational startup of a launch platform for NASA. This platform, situated at Kennedy Space Center, is intended to support the Space Launch System (SLS), a cutting-edge launch vehicle designed for deep space missions. The ML2 project encompasses various subsystems that must function cohesively within structural constraints and interface effectively with ground systems at the launch site.

Position Summary:

The Lead Cost Engineer will oversee the project controls cost team, ensuring accurate reporting to management and stakeholders regarding project progress and performance. This role will involve supporting the team in the creation, planning, and facilitation of project cost reporting reviews and approvals.

Key Responsibilities:

  • Provide insights and recommendations on cost engineering requirements.
  • Coordinate the development and review of the Project Financial Status Report (PFSR) and related financial processes.
  • Prepare detailed staffing plans for cost engineering activities.
  • Review change proposal provisions related to cost and material control, developing supporting data for negotiations.
  • Identify trends and support the change control program.
  • Interface with Bechtel management and client counterparts for cost presentations.
  • Prepare and present cost engineering information.
  • Participate in the development and delivery of training for cost-related processes.
  • Conduct personnel performance reviews and assist in recruitment decisions.
  • Evaluate study results and recommend conclusions for project team discussions.
  • Analyze comparisons of scope, quantities, performance, and cost data.
  • Create and implement measurement systems for established processes, analyzing performance metrics and identifying improvements.
  • Supervise the compilation of historical data and develop timely trend cost estimates.
  • Establish formats and content for summaries and reconciliations, segregating costs by confidence levels and risk areas.
  • Assist in developing unit job hour and pricing data based on comprehensive analysis.
  • Perform data analysis, identify issues, and provide recommendations.
  • Define project needs for cost control in line with Bechtel and client requirements.
  • Support the performance of cost control activities in a timely and competent manner.
  • Ensure compliance with standards for cost recording, monitoring, and reporting.

Education and Experience Requirements:

  • Bachelor's degree and relevant experience, or equivalent work experience.
  • Must be a US Citizen or Permanent Resident.
  • Ability to pass a pre-employment drug screen and background check.
  • Capability to obtain a site security badge for worksite access.

Required Knowledge and Skills:

  • Expertise in supervision, personnel administration, and training.
  • Proven ability to plan, organize, and present cost engineering products with minimal supervision.
  • Strong oral and written communication skills.
  • Knowledge of engineering and construction management.
  • Advanced proficiency in Microsoft Excel for data analysis.
  • Experience in Project Controls with a solid understanding of technical skills and tools.

Preferred Qualifications:

  • Experience with Bechtel's PFSR preparation and presentation.
  • Advanced knowledge of ANSI 748 compliant Earned Value Management Systems.
  • Familiarity with engineering, procurement, and craft performance reporting methods.
  • Proficiency in cost processor software.
  • Experience with change management processes.
  • Flexibility to respond to urgent project requests and changing priorities.
  • Experience in multiple Project Controls roles and disciplines.
