The Lead Cost Engineer will oversee the project controls cost team, ensuring accurate reporting to management and various stakeholders regarding project progress and performance. This role involves supporting the team in the creation, planning, and facilitation of project cost reporting reviews and approvals.
Key Responsibilities:
- Provide insights and recommendations for cost engineering requirements.
- Coordinate the development and review of the Project Financial Status Report (PFSR) and related financial processes.
- Prepare comprehensive staffing plans for cost engineering activities.
- Review change proposal provisions related to cost and material control, developing supporting data for negotiations.
- Identify trends and support the change control program.
- Interface with management and client counterparts for cost presentations.
- Prepare and present cost engineering information effectively.
- Participate in developing and delivering training sessions for cost-related processes.
- Conduct personnel performance reviews and assist in the hiring process.
- Coordinate input into studies, evaluate results, and recommend conclusions.
- Analyze comparisons of scope, quantities, performance, and cost data.
- Create and implement measurement systems for established processes, analyzing performance metrics and identifying improvements.
- Supervise the compilation of historical data and develop timely trend cost estimates.
- Establish formats and content for summaries and reconciliations, including cost segregation by confidence level and risk areas.
- Assist in developing unit job hour and pricing data based on analysis of industry experience.
- Perform data analysis, identify issues, and make recommendations.
- Define project needs for cost control in accordance with established requirements and procedures.
- Support the performance of cost control activities and ensure compliance with standards.
Qualifications:
- Bachelor's degree with relevant experience or equivalent work experience.
- Must be a US Citizen or Permanent Resident.
- Ability to pass a pre-employment drug screen and background check.
- Must be able to obtain a site security badge for access to the worksite.
Required Skills:
- Knowledge of supervision and training of personnel.
- Ability to plan, organize, and present cost engineering products with minimal supervision.
- Excellent oral and written communication skills.
- Advanced proficiency in Microsoft Excel for data analysis.
- Experience in Project Controls with a strong understanding of technical skills and tools.
Preferred Qualifications:
- Experience with Bechtel's PFSR preparation and presentation.
- Knowledge of Earned Value Management Systems on relevant projects.
- Proficiency with cost processing software.
- Experience with change management processes.
- Flexibility to respond to urgent project requests and changing priorities.
