Key Responsibilities:

  • Provide insights and recommendations for cost engineering requirements.
  • Coordinate the development and review of the Project Financial Status Report (PFSR) and related financial processes.
  • Prepare comprehensive staffing plans for cost engineering activities.
  • Review change proposal provisions related to cost and material control, developing supporting data for negotiations.
  • Identify trends and support the change control program.
  • Interface with management and client counterparts for cost presentations.
  • Prepare and present cost engineering information effectively.
  • Participate in developing and delivering training sessions for cost-related processes.
  • Conduct personnel performance reviews and assist in the hiring process.
  • Coordinate input into studies, evaluate results, and recommend conclusions.
  • Analyze comparisons of scope, quantities, performance, and cost data.
  • Create and implement measurement systems for established processes, analyzing performance metrics and identifying improvements.
  • Supervise the compilation of historical data and develop timely trend cost estimates.
  • Establish formats and content for summaries and reconciliations, including cost segregation by confidence level and risk areas.
  • Assist in developing unit job hour and pricing data based on analysis of industry experience.
  • Perform data analysis, identify issues, and make recommendations.
  • Define project needs for cost control in accordance with established requirements and procedures.
  • Support the performance of cost control activities and ensure compliance with standards.

Qualifications:

  • Bachelor's degree with relevant experience or equivalent work experience.
  • Must be a US Citizen or Permanent Resident.
  • Ability to pass a pre-employment drug screen and background check.
  • Must be able to obtain a site security badge for access to the worksite.

Required Skills:

  • Knowledge of supervision and training of personnel.
  • Ability to plan, organize, and present cost engineering products with minimal supervision.
  • Excellent oral and written communication skills.
  • Advanced proficiency in Microsoft Excel for data analysis.
  • Experience in Project Controls with a strong understanding of technical skills and tools.

Preferred Qualifications:

  • Experience with Bechtel's PFSR preparation and presentation.
  • Knowledge of Earned Value Management Systems on relevant projects.
  • Proficiency with cost processing software.
  • Experience with change management processes.
  • Flexibility to respond to urgent project requests and changing priorities.
