Job Summary

We are seeking a highly skilled and experienced Hazardous Substances Engineer to join our team at the California Department of Toxic Substances Control (DTSC). As a key member of our team, you will play a critical role in protecting the environment and public health by developing and implementing effective strategies for managing hazardous substances.

Key Responsibilities
  • Develop and implement project management plans to conduct scientific research and develop policies, procedures, and protocols for program enhancements.
  • Work with staff and management to develop a detailed annual workplan with key performance indicators for success.
  • Coordinate with Branch Chief, SMRP management and staff to facilitate strategic priorities, program enhancement, program improvements, and operational planning execution and scheduling.
  • Develop and provide recommendations on SMRP various program improvements. Provides consultation to SMRP management and staff on strategies, objectives, and goals that improve mission objectives and environmental services.
  • Develop and implement plans, programs, and surveys for environmental best practices to implement SMRP metrics and goals that maximize efficient and effective resource allocation to deliver services to communities across California.
Requirements
  • Ability to plan, organize, communicate, adapt to changing assignments and priorities, and work effectively under pressure to meet deadlines.
  • Experience leading complex projects and the ability to effectively coordinate and maintain an up to date through project workplan, including but not limited to project timelines, milestones and resource allocations.
  • Analytical skills with the ability to work independently, think logically and creatively, and apply a range of analytical and research tools.
  • Experience leading and facilitating large meetings using verbal and written communication skills to present information to all levels of stakeholders, management, administrative and programmatic staff, and solution partners.
  • Knowledge and understanding or willingness and ability to learn DTSC organization and Site Mitigation and Restoration Programs (SMRP), as well as federal and state program areas, business operations and processes.
  • Experience gathering, identifying, analyzing, reading, and interpreting data from surveys and evaluation.
  • Experience using Microsoft Office Suite, MS Teams, Visio, SharePoint, and data visualization tools such as PowerBI, GIS and Tableau.
  • Excellent communication and writing skills.
  • Experience drafting RFPs, RFQs, IFB, and related Minimum Qualifications (MQs).
