- Associate's degree (minimum) from an accredited college or university in accounting, finance, or related field.
- Thorough knowledge of budgetary practices, procedures, and analyses.
- Thorough knowledge of Virginia procurement regulations and governmental accounting and auditing procedures.
- Thorough knowledge of grant or project management.
- Ability to type and perform data entry work accurately and at a reasonable rate of speed.
- Ability to make arithmetical calculations.
- Ability to operate a variety of data entry and office equipment.
- Ability to establish and maintain effective working relationships with associates and the general public.
