Job Overview:

The Railroad Commission of Texas is a state agency responsible for regulating the oil and natural gas industry, pipeline transport and safety, natural gas utilities, the LP-gas sector, and surface mining operations. Position Summary:

The Railroad Commission of Texas is seeking an Information Security Analyst II to join the Information Security Team within the Information Technology Services Division. This role is pivotal in coordinating, planning, implementing, and monitoring security protocols for information systems and infrastructure. The analyst will ensure secure access to computer configurations and data files while preventing unauthorized modifications, destruction, or disclosure of sensitive information.

Key Responsibilities:

  • Design, automate, manage, and deploy security applications and infrastructure activities.
  • Coordinate the implementation of security plans with agency personnel and external vendors.
  • Establish agency policies for data encryption and firewall configurations to safeguard confidential information.
  • Develop strategies to protect computer configurations and data files from unauthorized access and ensure emergency data processing capabilities.
  • Contribute to information technology disaster recovery and business continuity planning.
  • Conduct technical risk assessments and reviews of applications and systems, including data center security.
  • Engage with users to address issues related to account permissions and data access needs.
  • Modify and monitor computer configurations to integrate new software and security systems.
  • Implement continuous automated security compliance measures.
  • Evaluate and maintain systems to protect databases from unauthorized access.
  • Research and recommend systems for preventing and addressing data security breaches.
  • Provide training and promote security awareness among users.
  • Assist in developing corrective action plans for compliance issues.
  • Advise management on security configurations and procedures.
  • Support information technology planning and procurement efforts.
  • May supervise the work of others.
  • Perform related duties as assigned.

Qualifications:

Minimum Requirements:

  • Bachelor's degree in information systems, computer science, data processing, business, or a related field.
  • Three years of experience in information technology programs.
  • Experience and education may be substituted on a year-for-year basis.

Preferred Qualifications:

  • Experience with regulatory and IT governance processes related to Information Security.
  • Familiarity with process improvement strategies.
  • Proven ability to lead change and enhance operational efficiency.
  • Strong conflict resolution skills.

Knowledge, Skills, and Abilities:

  • Understanding of computer systems, network technologies, and information security practices.
  • Proficiency in using security applications and infrastructure management.
  • Ability to resolve complex security issues and communicate effectively.
  • Skills in problem-solving and managing user expectations.
  • Capability to work independently and as part of a team.

Work Environment:

This position is primarily indoors in a regulated office environment with a low-to-moderate noise level.

Physical Requirements:

Ability to perform tasks that require reaching, standing, and operating office equipment.
