ESSENTIAL JOB FUNCTIONS:
Under the supervision of the Accounting Manager, this role is accountable for comprehensive accounting and financial reporting associated with designated funds. Responsibilities include executing reconciliation tasks essential for maintaining the integrity of the accounting system. The incumbent will compile, analyze, and prepare financial data for accurate general ledger accounts and subsidiary entries. In addition, the position involves assisting in the preparation of schedules for the Annual Comprehensive Financial Report (ACFR) and the Single Audit Report (SAR) as required. The role also includes preparing audit documentation for annual or special audits for assigned areas and collaborating with external auditors during the annual audit process. The individual will be responsible for making necessary adjusting and closing entries, as well as reviewing journal entries prepared by other departments for accuracy and sufficiency of funds. Regular updates and verification of posting transactions to the general ledger and other systems are expected. Furthermore, the preparation of financial statements and supporting documentation is crucial. The role seeks to enhance accounting systems by recommending procedural modifications and staying informed about generally accepted accounting principles. The incumbent will enter transactions into the accounting system and generate financial reports using automated accounting systems. Responsibilities also include preparing balance sheets, income statements, cash flow statements, and other specialized financial reports. The individual will reconcile general ledger account balances and document month-end and year-end transactions. Management of special projects and completion of tasks of varying complexity is also part of the role. Researching current and emerging accounting standards and summarizing findings for management presentation is expected. The position requires maintaining financial security by adhering to established internal accounting controls and interpreting city policies and procedures for external stakeholders.

TYPICAL PHYSICAL DEMANDS: This position primarily involves deskwork and requires effective verbal and written communication skills with management, staff, and external auditors. Proficiency in using general office equipment, including personal computers, calculators, and telephones, is necessary.

TYPICAL WORKING CONDITIONS: Work is conducted in an office setting that involves interaction with staff.

MINIMUM QUALIFICATIONS: A Bachelor's degree in Accounting, Finance, or a closely related field is required, along with seven (7) years of experience in Accounting or Finance. Alternatively, any combination of experience and training that enables the individual to perform the essential job functions may be considered. CMFO certification must be obtained within 24 months of hire and maintained as a condition of continued employment in the Accountant III tier. Demonstrated advanced application of generally accepted accounting principles (GAAP) is required, along with experience using Microsoft Office applications. CPA or MBA credentials are preferred, and experience in governmental or non-profit accounting is advantageous. Familiarity with Oracle Financials is a plus.
