Job Description:

Overview:

The State of Oregon is seeking a highly skilled and motivated Environmental Health Specialist to join our team in Coos Bay, Oregon. As an Environmental Health Specialist, you will play a critical role in ensuring the protection of Oregon's environment by evaluating, inspecting, and permitting onsite residential and small septic systems in Coos County.

Key Responsibilities:

  • Evaluate and inspect onsite residential and small septic systems in Coos County to ensure compliance with state regulations.
  • Issue permits and authorizations for new construction, alterations, or repairs of onsite septic systems.
  • Investigate environmental complaints related to septic system violations and take enforcement actions as necessary.
  • Provide technical assistance to permittees and the public on septic system regulations and best management practices.
  • Collaborate with other DEQ staff and stakeholders to ensure effective implementation of the onsite wastewater management program.

Requirements:

  • Bachelor's degree in physical science, environmental science, natural resources, or a closely related field.
  • At least 3 years of experience in a natural resource or environmental field, including 1 year of experience at a technical or professional level performing activities in a natural resource program.
  • Registration by the Oregon Health Licensing Office as an Environmental Health Specialist, Environmental Health Specialist Trainee, Waste Water Specialist, or Waste Water Specialist Trainee.
  • 10 hours of soil science courses in Introductory Soil Science, Soil Morphology, Physical Geology, and Geomorphology, or the ability to complete within 2 years of hire.

Preferred Qualifications:

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities.
  • Knowledge and skill in the classification, characteristics, and behavior of soils and the transport of water and wastewater through soils.
  • Knowledge of onsite wastewater treatment system technology and requirements for permitting.
  • Experience inspecting and evaluating onsite septic systems.
  • Experience investigating environmental complaints.
  • Experience reviewing design plans for new construction, alterations, and repairs of wastewater treatment systems.
  • Excellent verbal and written communication skills.

Working Conditions:

This position will be based out of the Coos Bay office, with frequent statewide travel by car for meetings, trainings, conferences, public hearings, and field visits. The successful candidate may be eligible for some hybrid work arrangement, which will be discussed with the Hiring Manager prior to hire.
