Northrop Grumman Defense Systems is in search of a Program Cost Control Analyst 3 (PCA) to become part of our diverse and skilled team.

This role will focus on supporting international contracts and will be based in Sierra Vista, Arizona, reporting to the International Program Control Manager.

Key Responsibilities:


1. Conduct analyses and generate reports to ensure program contracts adhere to negotiated parameters, government cost control standards, and accounting protocols.


2. Prepare program financial reports for both internal and external stakeholders concerning program costs, material tracking, and labor expenditures.


3. Identify and mitigate risks related to program costs and schedules.


4. Coordinate and develop program financial forecasting and reporting, including the Annual Operating Plan (AOP) and Labor Resource Plan.


5. Oversee and project program financing mechanisms such as Accounts Receivable, Advanced Payments, and Performance-Based Payments.


6. Assist in program audits, reviews, and inquiries as requested by clients, audit entities, and company leadership.


7. Support the development of program cost estimates, customer proposals, and negotiations.


8. Execute Earned Value Management (EVM) tasks, including establishing the Work Breakdown Structure (WBS) and performance measurement baseline (PMB), monitoring and analyzing the Estimate to Complete (ETC), Estimate at Complete (EAC), significant variances, risk management reserve (MR), and financial reserve (FR), along with preparing internal and external status reports.


9. Collaborate effectively with business, functional, and technical teams to address requests from internal and external clients.


Basic Qualifications:
Must possess 10 years of relevant experience in lieu of a degree.

A Bachelor's degree with 6 years of related experience - OR - a Master's degree with 4 years of related experience.

Proficient in SAP/S4, COBRA, and COGNOS.

Experience with Earned Value Management Systems (EVMS).

Strong computer skills and proficient knowledge of Microsoft Office Suite, particularly MS Excel.

Familiarity with the proposal process.

Demonstrated ability to collaborate in a team setting with technical experts and business operations personnel.

Ability to obtain a DoD Secret level security clearance. US Citizenship is a prerequisite.

Willingness to travel periodically up to 10%.

Preferred Qualifications:
Active DoD security clearance. US Citizenship is a prerequisite.

Experience with exchange rates, labor regulations, long-term assignments, and knowledge of CAS and FAR.

Salary Range:
$76,600 - $115,000


The aforementioned salary range serves as a general guideline; however, Northrop Grumman considers various factors when determining base salary offers, including the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.

Employees may qualify for a discretionary bonus in addition to base pay. Annual bonuses are designed to recognize individual contributions and allow employees to share in company outcomes. Employees in Vice President or Director roles may be eligible for Long Term Incentives.
