Position Overview:

This role is situated within the Drug Enforcement Administration (DEA), specifically in the El Paso Field Division. The primary objective of this position is to oversee and manage all financial transactions documented by the Division in the DEA's accounting framework, while addressing the financial requirements of the Division. It is essential that all transactions comply with generally accepted accounting principles and adhere to federal regulations, policies, and guidelines.

Qualifications:

Basic Qualification Requirements:
A.

Degree:

A degree in accounting or a related discipline such as business administration, finance, or public administration that includes or is supplemented by 24 semester hours in accounting. This 24-hour requirement may include up to 6 hours of credit in business law. (In this context, "accounting" refers to both "accounting and/or auditing". Similarly, "accountant" is generally interpreted as "accountant and/or auditor.")

B.

Combination of Education and Experience:

A minimum of 4 years of experience in accounting, or a comparable mix of accounting experience, higher education, and training that has provided professional accounting knowledge.

The applicant's background must also encompass one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, which may include up to 6 hours of business law;
  • A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
  • Completion of degree requirements that included substantial coursework in accounting or auditing, e.g., 15 semester hours, but does not fully meet the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and related fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional Requirements:
Applicants applying for the GS-12 level must meet one of the following criteria:
A.

Possess at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-11 grade level.

Specialized experience refers to both paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work aids in developing critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following:

  1. Applying accounting laws, principles, systems, policies, methods, and practices to provide comprehensive guidance to managers, employees, and/or customers;
  2. Analyzing and evaluating reports from financial systems;
  3. Gathering financial data from various sources related to specific financial issues;
  4. Researching accounting policies and laws to resolve complex and common issues.

Applicants applying for the GS-13 level must meet one of the following criteria:
A.

Possess at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level.

  1. Examining accounting documents for proper classification and authorization;
  2. Performing reconciliations;
  3. Analyzing a variety of costs for allowability;
  4. Developing and analyzing the adequacy of budget estimates;
  5. Preparing complex financial reports;
  6. Analyzing financial and statistical data.
