Position Summary

SOSi is seeking a seasoned Program Manager to provide oversight and support for our government client in the Washington, DC metro area. This role involves the management of IT services, Cybersecurity, and Program Management support essential for the scoping, design, implementation, operationalization, and maintenance of various security systems, processes, applications, and technology solutions for the cybersecurity organization.

Key Responsibilities


• Oversee multiple contract operations, ensuring adherence to quality standards and performance metrics across all task orders and projects. This includes planning, organizing, and supervising work efforts, resource allocation, personnel management, risk assessment, and overall project and contract performance monitoring.

• Maintain senior management awareness within the client organization regarding the overall program status, encompassing all relevant projects and their potential implications on the broader organizational strategic vision, which may require specialized knowledge and technical expertise.

• Apply management techniques, methods, theories, principles, and labor relations concepts to optimize the utilization of personnel, equipment, and space, ensuring program objectives are met through a combination of technical and administrative oversight.

• Utilize budgetary and fiscal methodologies for establishing and maintaining contracts.

• Engage in significant program segments, organizational structures, and functional responsibilities.

• Lead and manage a team of Subject Matter Experts (SMEs) in the enhancement, interoperability, augmentation, expansion, integration, and/or migration of existing IT assets into a cohesive operational environment.

• Direct a program and team focused on enhancing the core infrastructure, technological architecture, and security capabilities necessary to safeguard sensitive information.

• Implement Agile best practices to manage all key projects and initiatives effectively.

• Develop and maintain standardized project/program schedules in alignment with Agile best practices, continuously overseeing their implementation and improvement.

• Generate comprehensive, clear, and useful status reports, presentations, evaluations, meeting records, and other necessary documentation.

• Execute all vendor contract management responsibilities in a timely and collaborative manner.

• Produce thorough, clear, concise, and actionable documentation.

• Establish and maintain organized stakeholder communications.

• Provide organizational readiness support to Cybersecurity personnel as needed.

• Formulate and execute transition management plans to ensure seamless transitions to subsequent contractors.

• Facilitate the transfer of skills and knowledge to client staff to ensure an optimal cybersecurity posture.

Qualifications
  • MA/MS Degree in Computer Science or a related field.
  • A minimum of ten (10) years of experience in providing oversight and executive-level management for multiple programs/projects, with a proven track record of managing relationships with senior-level management within the client organization.
  • Current PMP certification.
  • Ability to serve as the alternate PM, managing schedules and costs to ensure timely performance of all contract aspects within budget.
  • Exceptional communication, presentation, and customer interface skills.
  • Comprehensive understanding of Agile methodologies.
  • Demonstrated experience in managing technical teams.
Preferred Qualifications
  • Master's Degree.
  • Relevant Agile Program Management certification.
  • IAM Level II certification such as CISSP or CASP is preferred.
Work Environment
  • Standard office environment conditions.
  • Fast-paced, deadline-driven atmosphere.
  • May require non-traditional working hours, including consecutive nights or weekends as necessary.
